OF THE

HOUSE OF REPRESENTATIVES.

THE members elect assembled in the city of Santa Fé, on Tuesday, the third day of June, in the year of our Lord one thousand eight hundred and fifty-one.

On motion of Mr Wheaton,

Mr Baird was called to the chair.

On further motion,

Robert A. Johnson and James M. Giddings were appointed to act as clerks pro tem., in order to organize the house.

The roll being called, the following members appeared, produced their credentials, were personally qualified and took their seats, to wit:

From the county of Taos

Messrs Theodore Wheaton, Dionicio Gonzales, Pascual Mortinez, Raymundo Cordova.

From the county of Santa Fé

Messrs Tomas Ortiz, Candido Ortiz, John R. Tulles, Palmer J. Pillans.

From the county of San Miguel—

Messrs Miguel Sena y Romero, Miguel Sena y Quintana, Hilario Gonzales,

From the county of Santa Anna

Mr José Antonio Sandoval.

From the county of Bernalillo

Messrs Juan Cristoval Armijo, José Leandro Perea, Spruce M. Baird.

From the county of Valencia

Messrs Juan Cruz Baca, Juan José Sanchez, Guillermo C. Skinner.

From the county of Socorro

Messrs Esquipula Vigil, Juan Torres.

A quorum being present, the house proceeded to business.
On motion of Mr Pillans,

Resolved, That the house proceed to elect a speaker, a chief clerk, one assistant clerk, two enrolling and engrossing clerks, a sergeant-atarms, and a door keeper, each one to be voted for separately.

On further motion of Mr Pillans,

Resolved, That in the elections to be held in the house of representatives, until a full organization, be by ayes and noes upon calling the roll of the house.

On motion,

The election for Speaker was then gone into.
Mr Pillans nominated Mr Baird, who declined.

Mr Tulles nominated Mr Pillans.

Mr Miguel Sena y Romero nominated Mr Wheaton.

Mr Skinner nominated Mr Juan C. Armijo.

The roll being called, the vote stood as follows:

Mr Pillans received

Mr Wheaton received

Mr Armijo receiver

Whereupon Mr Wheaton was declared duly elected Speaker.
On motion of Mr Pillans,

Resolved, That a committee of three be appointed to wait on Mr Wheaton, and inform him of his election.

Which motion prevailed, and

Messrs Pillans, Perea, and Torres were appointed to constitute said com rittee, and conduct Mr Wheaton to the chair.

Mr Wheaton being conducted to the chair, entered immediately on the discharge of his duties.

Mr Skinner moved that a committee of three be appointed by the chair to report a set of rules for the permanent government of the house during its present session.

Rejected.

On motion of Mr Armijo, the house then proceeded to the election of a chief clerk.

Robert A. Johnson and James M. Giddings being severally nominated the vote stood as follows:

Robert A. Johnson received

James M. Giddings reccived

Whereupon Robert A. Johnson, was declared duly elected chief clerk.

Mr Tulles move that the house adjourn until 3 o'clock, P. M.
Which motion was rejected.

The house then proceeded to the election of an assistant clerk.

Baca y Torres and Ramirez being severally nominated, the vote was as follows:

Whereupon Baca y Torres was declared duly elected assistant clerk.
On motion of Mr Skinner, the house adjourned until 3 o'clock, P. M.

AFTERNOON SESSION.

The house met pursuant to adjournment.

On motion of Mr Baird, the house proceeded to the election of one engrossing and enrolling clerk.

Edward M. Kern being put in nomination,

He was unanimously elected.

Election was then held for one other engrossing and enrolling clerk.

Sena y Baca and Taylor being severally nominated, the vote stood as follows:

Sena y Baca received

Taylor received

Whereupon Sena y Baca was declared duly elected.

On motion of Mr Pillaus, the house proceeded to the election of a Sergeant-at-arms.

Mr Pillans nominated Vaughn.

Mr Baird nominated John Clifford.

Mr C. Ortiz nominated Nestor Sandoval.

Mr Vaughn having declined the nomination, the vote stood as follows:

Whereupon John Clifford was declared duly elected sergeant-at-arms. On motion of Mr Baird, the house proceeded to the election of a door-keeper.

Pinkney Tully being then put in nomination for said office, and no other person being nominated, he was unanimously elected.

The house then proceeded to the election of an interpreter.
S. Ellison, Alvarez, Whiting and Martinez were nominated.
Ellison and Whiting declined.

The roll being called, the vote stood as follows:
Alvarez received

Martinez received

10 votes

Whereupon Mr Alvarez was declared duly elected.
On motion of Mr Pillans,

Resolved, That a committee of three members be appointed to wait upon the council and inform them that the house is now ready to proceed to business.

Which resolucion was adopted, and

Messrs Pillans, Armijo, and Skinner were appointed to constitute said committee.

On motion of Mr Baird,

Resolved, That the officers elected by the house take the necessary oath prescribed by law.

Adopted.

Whereupon the elected officers present took the oath and entered upon their respective duties.

On motion of Mr Baird,

Resolved, That the clerk of the house furnish the executive with a list of the officers elected by the house.

Mr Pillans, from the committee to wait on the council, submitted the following report:

The committee who were appointed to wait upon the council and notify them that the house of representatives of the Territory of New Mexico was permanently organized and ready to proceed to business, beg leave to report, that they have fulfilled their commission as required by the motion.

A message from the council by Messrs Smith, Leyba, and Gallegos:

"Resolved, That a committee of three be appointed to inform the house of representatives that the council has organized, and that they are now ready to proceed to business.

And further resolved,
