Temporary Union Scale Employees This office also employs temporary painters, electricians, carpenters and others in various construction trades to assist with the completion of in-house construction, annual maintenance and major alteration and renovation work. The majority of these employees are assigned to the Construction Branch and are moved from project-to-project as needed. The number of employees in this group varies from week-to-week. The turnover for this group is very high as they are employed only for the duration of a project or as long as their trade skills are needed. Compensation for these employees is fixed in accordance with Union rates determined by the Secretary of Labor under the Davis-Bacon Act. Included in the hourly basic rate is an amount for fringe benefits provided by the respective Union health and welfare plan.
