FISCAL YEAR 1984 ESTIMATES

Mr. GUTHRIE. Last year the Clerk presented pie chart graphs. If we could have your indulgence, I would like Bob McGuire, the Finance Chief, to give you just a brief rundown on four charts only. Mr. FAZIO. We would have been disappointed not to hear from him.

Mr. GUTHRIE. The Members may follow this in the "Appendix" on pages 1 through 4, in the "Appendix" of the Clerk's statement. Mr. MCGUIRE. This is a pie chart showing the budget estimates of the House of Representatives and the Joint Items for 1984 divided into the budgetary appropriation accounts. As you can see, the Clerk Hire and Allowances and Expenses make up the major portion.

The second chart is the House of Representatives only; the Joint Items have been removed. Again it is by the appropriation breakdown.

Mr. MCGUIRE. This is the same chart, as the first, with Joint Items and the House of Representatives by cost classification: Personnel, Nonpersonnel, and Nonpersonnel broken down into cost categories. Mail cost gets to be quite significant.

Mr. FAZIO. Before you leave that, give us a history. Where have the slices been getting bigger or smaller?

Mr. MCGUIRE. Mail is obviously the one that has grown the larg est. Other areas that have grown: Telecommunications is growing; we find Computers, although it is a relatively small amount, is continuing to grow as Members continue to use them; Travel is growing. The Committee on House Administration just increased the travel portion of the allowance by 15 percent.

Mr. FAZIO. It is not an increase in travel, it is an increase in cost of travel?

Mr. MCGUIRE. Yes. That is reflected here.

Mr. LEWIS. The Newsletter item, is that the cost of printing? Mr. MCGUIRE. Yes, it it the cost of printing.

Mr. MOLLOY. Mr. Chairman, in my testimony I am going to address myself to publication distribution. The increase is astronomical; 39 percent over one year. I will address myself to that.

Mr. FAZIO. Thank you. These are basically the same kind of costs any small business would be incurring: fixed kinds of expenditures, basic communication requirements.

Mr. MCGUIRE. A Member's office is a small business. It operates the same way any small business would.

These are the outgoing items, again the same Personnel, Nonpersonnel. The Nonpersonnel costs broken into cost categories. [The charts follow:]
