AGENCY ORGANIZATIONAL PARTICIPATION

The following departments and subsidiaries will be engaged in the kinds of subcontracting activities described below.

Account Management

General management of entire procurement program

Creative

Media

Procurement of all out-of-pocket creative materials
such as illustrations and lettering.

Recommending and procurement of all appropriate media

Marketing & Research

Procurement of field interviewing services

Graphic Services

Procurement of all type, photoengraving, printing and paper.

Radio/TV Production

Procurement of all out-of-pocket radio/TV production

materials such as artwork, music recording, prints,

tapes and cassettes, and services such as arrangements
for talent.

Subsidiaries

Grey Direct

Procurement of such services as fulfillment house,

lettershop, printing, etc.

PERSONNEL

Garry Niebauer, V.P.-Mgmt. Supervisor - will be Grey Administrator

of JRAP Procurement Procedures. Assisting him will be Sherman Landwehr, Senior Account Executive, and Lucy Mattimore, Administrative Assistant. Their duties will include:

1. Day-to-day plan administration.

2. Maintaining all the records

3. Submitting such periodic reports and studies as may be
required by the Contracting Agency or the Small Business

Administration in order to determine the extent of compliance
by Grey with the subcontracting plan.

4. Working with all department heads and heads of Grey subsidiaries and those responsible for buying materials/services in all aspects of the subcontracting plan.

5. Follow-up on and coordinate all aspects of Grey's Procurement Manual for JRAP to insure that the procedures listed are followed by all concerned, in accordance with the Defense Acquisition

Regulations (DAR).

SUBCONTRACTING PROCEDURES

In order to insure that Grey is at all times in compliance with its
policy of maximizing the participation of small business concerns, small
business concerns owned and controlled by socially and economically dis-
advantaged individuals and women-owned businesses in its subcontracts and
the plan it has undertaken with respect thereto the following procedures
shall be followed:

Administrative

The subcontracting program shall be coordinated by the Grey
Administator, JRAP Procurement Procedures, working in conjunction
with his staff and other designated personnel.

Small Business Certificates shall be sent to all businesses

which are solicited for or which make bids on any subcontract.

. Qualified business, small, small disadvantaged, women-owned and other-
wise will be sent the proposal or invited to send bids. A list will be
maintained in the file of all businesses to which solicitations are
sent and as to each an indication if it is a small, small disadvantaged,
or women-owned business. With respect to all subcontracts which
are in excess of $500,000 and which have subcontracting possibilities,
each bidder or prospective bidder shall be notified that its sub-
contract must contain the "Utilization of Small Business Concerns
and Small Business Concerns Owned and Controlled by Socially and
Economically Disadvantaged Individuals" and "Utilization of Women-
Owned Business Concerns" clauses.

Grey shall place in the file each bid or other response received.
For any subcontract for which a tentative decision is made to
award the subcontract to other than a small, small disadvantaged or
women-owned business, such decision must be approved by the
department head or Grey Administration.
