GENERAL DEFINITIONS per DAR

SMALL BUSINESS

A concern that is independently owned and operated.

♦ Is not dominant in its field of operations, i.e., does not exercise a controlling or major influence in a kind of business activity in which a number of business concerns are primarily engaged.

The average annual receipts of the concern and its affiliates for the preceding three fiscal years must not exceed $2 million.

For motion picture production or motion picture services, average annual receipts for its preceding three fiscal years must not exceed $8 million.

For computer programming, average annual receipts for its proced r three fiscal years must not exceed $4 million.

For data processing --vices, average annual receipts for its
preceding three fiscal years must not exceed $4 million.

The number of employees of the concern and its affiliates mot
not exceed 500 persons. (Manufacturing companies only)

MINORITY BUSINESS ENTERPRISES

As defined in the DAR, the term "minority business enterpris Deans a business, at least 50 percent of which is owned by minorityre up members or, in case of publicly-owned businesses, at least 51 percent of the stock of which is owned by minority group members. For the purpe e of this definition, minority group members are Negroes, Spanish-sp a'ing American persons, American Orientals, American Indians, American E kinos, and American Aleuts.

LABOR SURPLUS AREA

An area is classified as a labor surplus area by the J.'. Department of Labor if its unemployment rate is at least 1.20 time. the national rate. Additionally, the criteria for determining eligible labor surplus areas include both a "floor" and a "ceiling". All areas aust have a "floor" of at least 6% to qualify during periods of low ur mloyment. The "ceiling" concept is utilized during periods of u uually high unemployment. A jobless rate of 10 percent or more woul cualify an area as an eligible labor surplus area.
