Funds requested in Fiscal Year 1977 will be used to obtain general soils information necessary for further refinement of routes. Specific information relative to localized design problems must also be obtained. Support of excavation techniques must be decided through the use of specialized tests. These will include instrumented excavation, test pits and borings and well pumping installations. Construction projects will also be monitored to gain supplemental information for updating design parameters and underpinning requirements. Such surveillance and testing during construction will provide a continuing reassessment of excavation and support techniques.

During Fiscal Year 1977, the Authority proposes to continue construction of the Rapid Rail Transit System with the advertising of 4 construction contracts, 8 finish contracts, and 8 stage contracts. Structural contracts include excavation backfill, underpinning, decking of streets, placing concrete and steel for subway lines, stations, fan shafts, vent shafts, ancillary spaces and entrances, relocating utilities and existing facilities and restoring streets all as required. Finish contracts include all architectural work necessary to complete the stations, fan shafts, vent shafts, line and ancillary spaces and all air conditioning equipment, and connecting mechanical and electrical equipment as required. Stage contracts are those designated for the purchase and installation of specialized equipment which is common to several project units.

Construction contracts are scheduled on an orderly basis to permit prospective bidders sufficient time to prepare bid estimates on contracts. Improper scheduling could result in prospective bidders declining to bid on a contract if too many similar contracts are being advertised concurrently.

Construction of the Rapid Transit System in Fiscal Year 1977 will require coordination and monitoring of schedules and progress. Also included will be such activities as utilities coordination, construction coordination, coordination with public agencies and private interests.

Funds are required to provide field engineering services involving the inspection, supervision and control of construction contract work and testing services. During Fiscal Year 1977, about 94 prime contracts will be under construction concurrently, including 20 new contracts (See Construction Section) and field engineering services will be required for each construction contract. The estimate for field engineering cost represents approximately three and one-half percent of the preliminary estimate of the construction cost.

Funds are required to reimburse various state and local jurisdictions to alter construction of bridges, roads, sewer pipe installations, etc., in such a manner to avoid conflict with future Rapid Transit Authority construction. Funds will also be used for joint design projects where the facility to be designed will be used by both the Authority and the affected agency. Additional payments will be required to various sanitary engineering agencies and utility companies to relocate utilities in advance of construction. Provision is made in this category for these items.

FY 1977

Z- Stage Contracts

Contract 321046 - Substation Equipment and Traction Power Installation.
Contract will include design for installation of electrical transformers,
rectifiers and switchgear furnished under a separate contract. Design
for installation of traction power from substations to running tracks and
contact rail for Phase VI is included. Contract scheduled to be awarded
in December 1976 and will require 12 months for completion.

Contract 322016 - Train Supervisory Control. Contract will include design for procurement and installation of equipment and facilities for automatic train control systems, with subsystems for automatic train protection and automatic train operation and supervision for Phase VI. Wayside apparatus including train detection equipment, switch mechanisms, signals and interlocking, are part of this contract. Contract scheduled to be awarded in July 1976 and will require 9 months for completion.

Contract 32026

Communications. Contract will include design for procurement and installation of equipment and facilities for train control maintenance telephone system, PABX telephone system, digital transmission system, public address system, emergency telephone system, fire alarm system, burglar system, standard time distribution system, and closed circuit television system, for Phase VI. Contract scheduled to be awarded in July 1976 and will require 9 months for completion.

Contract 320096 - Signing and Graphics. Contract will include design for location and installation of signs, graphics, pylons, and other miscellaneous fixed equipment for Metro passenger stations to be constructed in Phase VI. Contract scheduled to be awarded in July 1976 and will require 12 months for completion.
