If every State said, "The first thing we will do will be to lift the financing of any classroom below $1,600 up to $1,600, the national profile would approximate that of chart 61 [indicating], and the additional amount involved would be $315,823,000. I should mention one thing, however, and that is that in the United States as a whole, remembering the charts you have seen, there are 5,000,000 children who are clear off the chart, who are not in school at all. It does not deal with the children that should be in school but are not in school. Senator WALSH. In other words, it does not at all take into account the increased number in school on account of increasing the age? Dr. NORTON. No; it merely takes account of those already in school, lifting the classroom cost up to the average in the country for those already in school. The situation, however, in individual States is a very different one. In New York State, according to chart 62, the lifting of all school districts up to a national minimum of $1,600 would be an easy fiscal feat. It would cost New York State an additional $1,800,000, against a total educational bill today of $290,000,000; $2,000,000 as compared with a bill for education already of $290,000,000, in order to lift all districts up to a minimum of $1,600 per classroom, which is now the national |
