a year. Besides that, and perhaps most important, most of that money is earmarked for roads, and things of that nature, which must be taken care of immediately after the war. These surpluses are really not surpluses, but postponements of expenditures.

Senator WALSH. You need not go into that now. Go ahead with your discussion.

Dr. NORTON. All right, sir. Here we will quickly review the situation with reference to certain sections in the country. Chart 52 is for the 31 States that do not maintain separate school systems for white and Negroes. It is a fairly adequate profile you will notice. Chart 53 gives the profile for the Southern States, the white school systems only. It reveals a rather "thin" level of support generally and at the bottom reveals communities in which $200, $300, $400, $500, $600, or less, are available per year for the maintenance of a classroom. At the top, are some costing more than $4,000 a year.
