By Mr. Hicks, The petition of Thomas F. Dudley and others, of the county of Grant, praying for a ferry across the Mississippi river, at Boat-yard Hollow.

By Mr. Platt, the petition of citizens of the county of Grant, for the same object.

A message from the council, by their secretary:

"Mr. Speaker: The council have passed

No. 5, (C.) Memorial to congress for a donation of land to improve the Grant river slough; also,

No. 15, (C.) A bill to repeal 'an act entitled an act for the relief of insolvent debtors,' approved January 13, 1840;' also,

No. 23, (C.) 'A bill to define the boundaries of certain counties therein named, and for other purposes;' also,

No. 19, (C.) 'A bill to amend an act entitled 'an act respecting judgments in criminal cases and the execution thereof.""

Mr. Long, from the committee on enrolled bills, reported the following to be correctly enrolled, which were signed by the speak er, to wit:

"An act to amend an act entitled 'an act to prescribe the mode of proceeding in chancery;""

"An act to authorize the village of Racine to borrow money, and for other purposes."

The message from the council was taken up, when the undermentioned bills and memorial were severally read the first and second times, to wit:

No. 5, (C.) "Memorial to congress for a donation of land to improve the Grant river slough;"

No. 15, (C.) "A bill to repeal an act entitled 'an act for the relief of insolvent debtors,' approved January 13, 1840;"

No. 19, (C.) "A bill to amend an act entitled 'an act respecting judgments in criminal cases, and the execution thereof;"

No. 23, (C.) "A bill to define the boundaries of certain counties therein named, and for other purposes."

On motion of Mr. Ellis,

Ordered, that bills Nos. 15 and 19 aforesaid, be referred to the committee on the judiciary.

On motion of Mr. Platt,

The house took up preamble and resolution

No. 13, (H.)" Preamble and Resolution relative to the forma tion of a state government."

Mr. Platt moved to amend said resolution by striking out the first, second, third, and part of the fourth lines in the resolution, and substituting the following in lieu thereof, to wit:

“Resolved, by the house of representatives, that the committee on territorial affairs, to whom was referred the petition of the inhabitants of Milwaukee county in relation to a state government, be requested, if in their judgment they deem it proper, to report a bill, in which the following provision shall be incorporated."

Pending the question thereon, a message from the governor, by his private secretary, Mr. Charles Doty, was received, to wit: "Mr. Speaker: I am directed by the governor to deliver to this house a message in writing."

Mr. Ellis moved that the said preamble and resolutions, and the amendments proposed by Mr. Platt be referred to the committee on territorial affairs.

Mr. Hunkins moved that the said preamble, resolutions and amendments, do lie on the table.

Mr. Elmore moved to amend the motion made by Mr. Hunkins, by adding thereto the words, "until the 4th day of July next;" Which amendment was accepted by Mr. Hunkins.

And the question being put on the adoption of the motion made by Mr. Hunkins, it passed in the affirmative;

And the ayes and noes having been called for by Mr. Platt,

Those who voted in the affirmative were,

Messrs. Agry, Bartlett, Birchard, Crossman, Darling, Ellis, Elmore, Grant, Hunkins, Long, Masters, Meeker, Olin, Parsons, Price, Trowbridge and Walker (speaker)-17.

Those who voted in the negative were,

Messrs. Capron, Hicks, Hopkins, Messersmith, Palmer, Platt, Thompson and Tripp-8.

On motion of Mr. Hunkins,

Ordered, that the majority and minority reports of the select committee relating to the accounts of Daniel Baxter, be now taken up.

On motion of Mr. Hunkins,

Ordered, that the said reports with the accompanying documents be printed.

The speaker laid before the house the message of the governor this day received, to wit:

"To the House of Representatives:

I have this day approved and deposited in the office of the secretary of the territory a bill entitled

'An act to authorize the collector of the town of Janesville to

collect certain taxes and for other purposes.'

Mr. Elmore moved that resolution No. 12, (H.) entitled "Resolution relative to an adjournment of the assembly without day," be taken up.

And the question being put thereon,

It passed in the negative.

And a division being called,

There were ayes 6, noes 12.

On motion of Mr. Parsons,

Ordered, that the following entitled resolution be taken up and referred to the committee of the whole house, to wit:

No. 4, (H.) "Resolution to appoint an agent to receive an appropriation to replenish the library."

On motion of Mr. Trowbridge,

Ordered, that the undermentioned bill be referred to the committee of the whole house, to wit:

No. 18, (H.) "A bill to empower the president and trustees of the village of Southport to discontinue a street.

On motion of Mr. Hicks,

Ordered, that the undermentioned bill be taken up and referred to the committee of the whole house, to wit:

No. 16, (H.) "A bill to establish a ferry across the Mississppi river."

Thereupon the house resolved itself into the committee of the whole house, for the consideration of said bills, No. 16 and 19, and resolution No. 4,

Mr. Birchard in the chair.

And after some time spent therein, the committee rose and by their chairman reported said bill No. 16, and resolution No. 4, with an amendment to each, and bill No. 19 without amendment;

Which report was concurred in by the house, and said bills and resolution severally ordered to be engrossed for the third reading.

On motion of Mr. Platt,

Ordered, that the undermentioned bill be taken up, to wit: No. 3, (II.) "A bill to provide for assessing and collecting the county revenue for the county of Grant," and

On motion of Mr. Platt,

Ordered, that said bill be referred to the committee on finance. Mr. Elmore, by leave, introduced the following resolution, to wit: Resolved, by the council and house of representatives, that the present session of the legislative assembly shall cease and determine on Thursday, the 25th day of January, instant."

Mr. Thompson moved to amend said resolution by striking out the figures"25th," and inserting in lieu thereof the figures "31st."

Mr. Platt moved that the said resolution and amendment do lie on the table;

And the question being put thereon,

It passed in the affirmative.

And the ayes and noes having been called for,

Those who voted in the affi.mative were,

Messrs. Agry, Birchard, Capron, Crossman, Grant, Masters, Messcrsmith, Meeker, Palmer, Platt, Tripp, and Trowbridge-12. Those who voted in the negative were,

Messrs. Bartlett, Daling, Ellis, Elinore, Hicks, Hopkins, Long, Parsons, Price, Thompson, and Walker, (speaker)-11.

On motion of Mr. Bartlett,

Ordered, that the undermentioned bill be now taken up and referred to the committe of the whole house, to wit:

No. 20, (H.) "A bill for the relief of the town of Sharon, in Walworth county."

Thereupon, the house resolved itself into the committee of the whole house for the consideration of said bill,

Mr. Grant in the chair.

And after a short time spent therein, the committee rose, and by their chairman reported said bill without amendment; Which was then ordered to be engrossed for a third reading. On motion of Mr. Messersmith,

Ordered, that the undermentioned bill be taken up and re-committed to the committee of the whole house, to wit:

No. 13, (C.) "A bill to incorporate the trustees of the village of Mineral Point."

On motion of Mr. Capron,

Ordered, that the undermentioned bill be taken up and referred to the committee of the whole house, to wit:

No. 19, (H) "A bill to divorce Webster Pease from his wife Lucinda Pease."

Thereupon, the house considered said bills in committee of the whole,

Mr. Durling in the chair.

Pending the report of the committee, the secretary of the council being announced,

The speaker took the chair, when the following message was received, to wit:

"Mr. Speaker: The council have passed

No. 10, (H.) 'A bill to organize the county of Sauk, for county, judicial, and other purposes,'

With amendments, in which I am directed to ask the concur rence of this house."

The committee then resumed its session, and after a short time spent therein, rose, and by their chairman reported back to the house said bills with amendments to each, in which the house concurred.

Bill No. 13, (C.) was ordered to the third reading.

Pending the question on ordering bill No. 19, (H.) to be engrossed for the third reading,

Mr. Elmore moved that said bill do lie on the table.

Which was disagreed to.

The reading of the petition of Webster Pease and accompanying affidavits having been called for, were read by the clerk.

A call of the house was made, when Messrs. Agry and Manahan were reported to be absent.

On motion of Mr. Platt,

Mr. Manahan was excused from attendance.

The speaker having informed the house of the illness of Mr. Agry,

On motion of Mr. Hunkins,

Further proceedings in the call of the house were dispensed with.

The question was then put on ordering said bill No. 19, (H.) to be engrossed for the third reading,
