Carolina. fhores, inlets and rivers, from Combalee river to Back river in Geo gia, comprehending alfo the fhores, inlets and harbors formed by the different bars and fea islands lying within each diftrict refpectively. At the port of Charleston fhall be a collector, naval-officer and furveyor; and a collector at each of the other ports. Districts In the ftate of Georgia fhall be four diftricts; Georgia. and portsin to wit: Savannah, Sunbury, Brunswick, and Saint Mary's, each of which fhall be a port of entry. The diftrict of Savannah fhall include Savannah river, and all the waters, fhores, harbors, rivers, creeks,bays, and inlets, from the faid river to the north point of Offabaw ifland, and Great Ogeeche rivers, inclufive; and a naval-officer, collector and furveyor fhall be appointed for the faid diftrict, to refide at Savannah. The district of Sunbury fhall comprehend all the waters, fhores, harbors, rivers, creeks, bays and inlets, fouth of the north point of Offabaw island and Great Ogeeche river, exclufive, and north of the fouth point of Sapelo ifland, inclufive, and a collector for the faid diftrict fall be appointed to refide at Sunbury. The diftrict of Brunfwick fhall comprehend all the waters, fhores, harbors, rivers, creeks, bays and inlets, from the fouth point of Sapelo ifland, exclufive, to the fouth point of Jekyl ifland, inclufive; Frederica fhall be a port of delivery only; and a collector for the district fhall be appointed, to refide at Brunfwick. be appointed, to refide at Saint Mary's and in each of the faid diftricts it fhall be lawful for the collector to grant a permit to unlade at any port or place within the district, and to appoint or put on board any flip or veffel for which a permit is granted, one or more fearchers or infpectors as may be neceffary for the fecurity of the revenue,

Sec. 2. And be it further enacted, That it fhall not be lawful to make entry of any fhip or veffel which fhall arrive from any foreign port or place within the United States, or of the cargo on board fuch fhip or veffel elfewhere than at one of the ports of entry here in before eftablished, nor to unlade the faid Ports of en- Cargo, or any part thereof, elsewhere than at one of the ports of delivery hercin eftablished: livery. nah, in the state of Georgia: Provided, That nothing herein contained fhall prevent the mafter or commander of any fhip or veffel, from making entry with the collector of any diftrict in which fuch fhip or velfel may be owned, or from which the may have failed on the voyage from which the hall then have returned.

Sec. 3. And be it further enacted, That the which vef- mafter or commender of every fhip or veffel is bound bound to a port of delivery only, in any of the following diftricts; to wit: Portland and the port of Falmouth, Bath, Newburyport, New-London, (except the port of Stonington, in the faid diftrict) Norfolk and Portsmouth, BermudaHundred and City-Point, Yorktown, or Tappahannock, (except the port of Urbanna, in the faid district) and Edenton, fhall first come to at the port of entry of fuch diftrict, withi his fhip or veffel, and there make report or entry, and pay, or fecure to be paid, all legal duties, port fees and charges in manner by this act provided, before fuch fhip or veffel fhall proceed to her port of delivery; and that any ship or veffel bound to a port of delivery in any district other than thofe abovementioned, or to either of the ports of Stonington or Urbanna, may first proceed to her port of delivery, and afterwards make report or entry within the time by this act limited.

Sec. 4. he pafs by the port of Urbanna, and immedi ately after his arrival, depofit with the furveyor for that port a like manifeft: if bound to the diftrict of Bermuda-Hundred or City-Point, fhall, before he país by Elizabeth-River, and immediately after his arrival, depofit with the collector of the port of Norfolk and Portsmouth, or with the collector of the port of Hampton, a like manifeft: and if bound to the diftrict of South-Quay, fhall, before he pafs by the port of Edenton, and immediately after his arrival, depofit with the collector of the port of Edenton, a like manifeft. And the faid furveyors and collecters respectively, fhall, after registering the manifefts, tranfmit the fame, duly certified to have been fo depofited, to the officer with whom the entries are Penalty for neglecting to be made. And if the mafter or commander to depot of any fhip or veffel fhall neglect or omit to depofit a manifest in manner aforefaid, and as the cafe fhall require, he fhall forfeit and pay five hundred dollars, to be recovered with cofts of fuit, one half to the ufe of the officer with whom fuch manifeft ought to have been depofited, and the other half to the ufe of the collector of the district to which the said ship or vessel may be bound: Provided, That if manifefts fhall have been in either of the faid cafes previously delivered to any officer of the customs, pursuant to the provifion hereinafter to be made in that behalf, the depofiting of a manifeft as aforefaid fhall not be neceffary: And provided alfo, That no maiter of any fhip or veffel which was abfent from the United States on the first day of May laft, and which, hath not fince returned within the fame, or of any fhip or veffel not owned wholly or in part by a citizen or inhabitant of the United States,
