In fiscal year 1989, the Joint Committee on the Library requested the Architect of the Capitol to preparo preliminary plans for a National Garden to be built on ground adjacent to the United States Botanic Garden. The conceptual design and preliminary costs were prepared in conjunction with a contract landscape architectural firm at a cost of $18,500.

The site is a prime location for an educational display garden which will be visited by an estimated 1,000,000 people per year. Similar in size to the Enid A. Haupt Garden at the Smithsonian Institution, the National Garden 18 substantially different in concept and purpose. As a new American public garden on the mall, it will display the many varieties of our national flower, the rose, as well as other American trees, shrubs, and flowers and will educate the visiting public on the great diversity of American plante. Special emphasis will be placed on the integration of different species. Native plants, newly developed hybrids, and state trees and flowers will be displayed in distinctly American garden spaces to demonstrate new garden ideas.

The National Garden has been designed to serve the American public and the Congress as a source of pleasure, beauty, and learning for the citizens who visit the Nation's Capitol and those who work in the vicinity.
