Annual Gas Service increased from $625,000 to $640,000..

The requested increase, $15,000, is for the additional cost of providing natural gas service to the new Library of Congress facility at 6th and East Capitol Streets, S.E., under the power plant allotment. This amount was denied in fiscal year 1992.

Purchase of Electrical Energy increased from $19,850,000 to $21,290,000 1,440,000

Electrical energy is procured from the Potomac Electric Power Company (PEPCO) at rates approved by the District of Columbia Public Service Commission. Electrical energy has been procured from PEPCO ever since the Power Plant discontinued the generation of electricity at the plant in 1950-1951.

In fiscal year 1991, a total of 335,074,204 kilowatt hours (KWH)
were purchased from PEPCO at a cost of $17,544,276.

Projections for fiscal year 1992 indicate that an estimated total 357,664,269 KWH will be required at an estimated cost $19,850,627. An increase to cover this cost was requested and appropriated in fiscal year 1992.

Projections for fiscal year 1993 indicate that a minimum of 362,941,100 KWH will be required at an estimated cost of $21,290,000, which is $1,440,000 over the present appropriated allotment. estimate is based on the following factors.

Consumption of electrical energy in the Capitol complex increased by 4.3% in fiscal year 1990 and by 1.8% in fiscal year 1991. Consumption has increased at an average of 2.8% for the past seven years. The rate of increase experienced for fiscal year consumption over fiscal year 1990 consumption was between 2 and 3%. A consumption increase at 3 has therefore been projected as continuing into fiscal year 1993.

PEPCO was granted a rate increase which went into effect October 1991 for both summer and winter rates. These rate increases were estimated for the fiscal year 1992 budget request, and have been factored as full year costs in the fiscal year 1993 projections.

Fuel adjustment charges have also been rising consistently over the past three years. These charges fluctuate widely over the course of the year, especially in an upward trend recently. A factor of 2.05% increase has been projected as continuing into fiscal year 1993.

The final increase is due to a facility that will begin full time electrical energy consumption in fiscal year 1993. The Judiciary Office Building was included as part of the fiscal year 1992 budget request for electrical energy as a three month expense. Full year costs for the electrical energy cost relating to chilled water production at the power plant has been estimated on a full year basis for the Judiciary Office Building for fiscal year 1993.

The final factor that has been added to the fiscal year 1993 projections has been an estimated PEPCO rate increase. This last factor is based on the recent PEPCO rate request increase which must be approved by the Public Service Commission. Due to recent favorable action by the PSC toward PEPCO, it seems likely that at the very least PEPCO may be granted a portion of the rate increase. Since most rate increase requests take approximately one year to effect, a rate year 1993. increase of 5% has been projected for only three quarters of fiscal

If any of these factors should change between the time that this request has been forwarded to the House and Senate Committees Appropriations and the time of the Appropriations Hearings, the Committees will be notified at the Hearings.

Purchase of Chilled Water increased from $225,000 to $242,000.

Chilled water for air conditioning for the Ford House Office Building is provided from the Food and Drug Administration's chilled water distribution lines which also supply several other buildings in the vicinity of Ford House Office Building. The Food and Drug Administration is reimbursed for the cost of chilled water supplied to the Ford House Office Building under the authority provided in Public Law 94-6, approved February 28, 1975.

The requested increase of $17,000 is needed based on the estimated reimbursement of $242,000 provided by the Food and Drug Administration.

General annual repairs and alterations increased from
$443,400 to $525,600.

This allotment provides for general annual repair and maintenance of the power plant buildings including elevators, the extensive mechanical equipment within the plant and the extensive steam and chilled water distribution systems. Basic repairs for such items as steam generators, stokers, ash and coal handling equipment, baghouse filters, refrigeration compressors, cooling towers, and numerous other items of equipment required to furnish steam and chilled water are funded from this allotment. of the increase, $45,700 is requested to cover the current cost of this program. An additional amount of $36,500 reflects the cost of disposing of ash, which must now be disposed of ав hazardous waste. This classification of ash as hazardous waste has increased disposal fees significantly. This allotment was requested to be increased during fiscal year 1992, but the increase was denied.

Asbestos Abatement.

The Architect of the Capitol was directed, in House Report 99-194
accompanying the 1986 Legislative Branch Appropriations Bill, to study
the "presence, extent and hazards of asbestos contamination in the
Capitol Complex."

Based on the findings in the study, a Hill-wide asbestos abatement program was established beginning in fiscal year 1989 in the Capitol, House, Senate and Library of Congress Buildings. This program includes the repair, encapsulation, or removal of asbestos containing material on an as-needed basis. The program also provides for continued monitoring to assure that no asbestos-related health hazards exist in the Capitol Complex.
