STANDING COMMITTEES, SPECIAL AND SELECT

Mandatory Pay and Related Changes:

Increase is attributed to the annualization of the COLA's, meritorious raises, overtime pay of $45,000 and temporary positions in the amount of $71,000.

Price Level Changes

Increase due to rising costs of goods and services.

Program Type Changes

The majority of the increase in this category is related to the cost of new positions. Eleven committees are requesting forty four (44) new positions for fiscal '93 brought on by increased workloads in such areas as health care reform initiatives, simplification of the tax codes, and financial and technical aid to emerging democracies.

The decrease of over $1,000,000 reflects an estimated reduction in investigative caseload.

HOUSE INFORMATION SYSTEMS

Mandatory Pay and Related Changes:

An increase of $584,000 is attributed to the annualization of the COLA's, meritorious and longevity increases, and estimated overtime pay.

Price Level Changes:

A net decrease of -$27,000 is the balance of a reduction of $142,000 in the cost of mainframe computer equipment leasing and an increase of $117,000 in the cost of other goods and services.

Program Type Changes

$227,000 for additional staff is being requested in FY 1993. Also, an additional $397,000 for databases, software purchase and related support. These are for programs responding to increased workloads arising from growth in usage of existing systems, databases and services, and also for new services for Members and House offices, including extension of electronic mail, new digitized storage, National Change of Address service, etc... An increase of $338,000 is being requested for the replacement and upgrade of equipment primarily in network capacity for House data communications improvements.
