The justifications for these latter positions follow.
4 - LABORER - DAY, WG-4: Four new day laborer positions are requested for the "Capitol Buildings" appropriation.
These new day laborer positions are required because of the increased workload demands placed on the labor division during normal operating hours. The number of requests for service by the labor division has increased dramatically over the past several years.
The day labor division provides multiple services to the occupants of the Capitol Building. In addition, they are responsible for a wide variety of maintenance, cleaning, and other services during their tour of duty. Each day, staff from the day labor division are responsible for delivering fresh ice, assisting the flag flying operation, providing assistance to maintenance shops in their work when needed, setting up and cleaning rooms for special functions in the Capitol, responding to emergency cleaning calls, providing special assistance for maintenance and project oriented consultants, as in the case of erecting and moving scaffolding for art conservators, cleaning the exterior and interior windows, chandeliers, marble and woodwork, and other functions.
The burden of this workload has proven to exceed the availability of an adequate number of staff to accommodate all needs on a timely basis. Frequently, day laborers must be called away from one job to assist or begin another. As a result, some service calls are interrupted while others are not responded to until later in the day.
