Explanation of Changes Shown on Schedule C

OFFICE OF SPECIAL SERVICES

Mandatory Pay and Related Changes:

Personnel increases attributed to cost of living adjustments and

meritorious raises.

Price Level Changes:

Previously, office supplies were provided through the Senate Sergeant at Arms. The Congressional Special Services Office will now obtain these items through its own budget.

Program Type Changes:

The increase in other services of approximately $9,000 comes as a result of increased usage of commercial vendors for sign language interpretation.

The increase of $4,000 is a result of seminar classes for staff. With the increase of disability awareness, it is essential that all Congressional Special Service Office (CSSO) staff upgrade their knowledge and skills to provide adequate support services to individuals with disabilities. This is especially true for sign language interpreters who require continual maintenance and upgrading of their skills.

Also, CSSO has expanded sign language and TDD (telecommunication devices for the deaf) classes for Congressional staff. Teaching aids and audio/visual materials are required to support these classes. A video library will be developed for Congressional staff.

The net decrease of approximately $1,000 is a result of a video magnification system (a miniature electronic visual aid) for individuals with low vision. An assortment of equipment was purchased in FY '92 and is not required again for FY '93.

One new position of sign language interpreter is being requested for FY '93. There is currently one certified sign language interpreter on staff. The Americans with Disabilities Act (P.L. 101-336) will result in an increase
