Explanation of Changes Shown on Schedule C

OFFICIAL MAIL COSTS

Previous estimates were developed using historical trends. The provisions provided in the Fiscal Year 1991 Legislative Branch Appropriations Bill (P.L. 101-520) limit spending to the amount of the Allowance provided each Member. These provisions will substantially change the mailing patterns according to the U.S. Postal Service and thus invalidate any projections based upon historical trends.

Price Level Changes

The Fiscal Year 1993 estimate was provided by the U.S. Postal Service and represents the maximum amount that the entire House could spend given their allowances based upon the formula provided in the Fiscal Year 1991 Legislative Branch Appropriations Bill (P.L. 101-520, Section 311 (e) (2)). A postage rate increase was not provided in arriving at these estimates.
