LEGISLATIVE BRANCH APPROPRIATIONS FOR

FISCAL YEAR 1981

TUESDAY, FEBRUARY 5, 1980. Mr. BENJAMIN. The Committee will come to order. This morning we are going to commence hearings on the fiscal year 1981 budgets for the various Legislative Branch agencies under the jurisdiction of the Subcommittee on Legislative Branch appropriations.

I would like to welcome the other members of the subcommittee who are returning: John Slack of West Virginia, Neal Smith of Iowa, Bob Giaimo of Connecticut, Sidney Yates of Mlinois, Bob Michel of Ilinois, Silvio Conte of Massachusetts, and Eldon Rudd of Arizona. Mr. Whitten, the chairman of the Committee on Appropriations will be dropping by from time to time.

The budget that we are going to consider totals $1,056,476,100 and excludes Senate items that total $227,018,000, for a total budget of $1,283,494,100. Including the Senate items, the FY 1981 budget is an increase of $125,508,700 (11 percent) over the $1,157,985,400 already enacted for FY 1980; and an increase of $70,403,600 (6 percent) over FY 1980 appropriations plus pending supplementals. Only a portion of this budget is for Congressional Operations, $816,293,100. This is a $53,299,700, or 7 percent increase over the $762,993,400 enacted for Congressional Operations in FY 1980. If supplementals are included, the increase is $14,388,600, or under 2 percent.

The balance of the funds support statutory and administrative responsibilities for the Executive Branch and the public of such agencies as the Library of Congress, Architect of the Capitol, Copyright Royalty Tribunal, Botanic Garden, Government Printing Office, the General Accounting Office and the Cost-Accounting Standards Board.
