OVERALL STAFFING

Question. Insert a table indicating annual staff levels (Committee, Administrative, and Members' offices) since 1970.

HOUSE LEADERSHIP OFFICES

Mr. ANDERSON. For salaries and expenses of the House Leadership Office, $6,324,000. Included in this amount are additional funds for each Leader's office to provide for pay adjustments for all employees.

Mr. Chairman, each Leadership Office is entitled to a Statutory Allowance, a Lump Sum Allowance and an Official Expenses Allowance as authorized by law. The Statutory Allowance is for certain personnel positions. The Lump Sum Allowance includes funding for all other positions and nonpersonnel expenditures. The Official Expense Allowance is available to the Leadership upon request. Parity has been maintained between the Majority and the Minority offices, excluding the Speaker.

And at this point, I would like to insert the figures and tables through page 8.

For the Office of the Speaker, $1,580,000. This includes funds for statutory positions, a Lump Sum Allowance and $25,000 for the Speaker's Official Expenses.

This fundng includes amounts for statutory positions and $5,000 for the Minority Whip's Official Expenses. In addition, amounts for Lump Sum Allowances in both offices are included.

Mr. FAZIO. That would, just as an aside, include the new Chief Deputy Whip positions on the Majority side. They are within the

Mr. ANDERSON. That is correct, but allow me to submit further clarification for the record.

Question. The funds requested for the Chief Deputy Whip-do they include the staff person for each deputy whip?

Response. No additional funds have been requested for that position. Funding has been requested in the overall funding levels in the Majority offices for that purpose.

MEMBER'S CLERK HIRE

Mr. ANDERSON. Mr. Chairman. Funding is requested within the current levels: Members' Clerk hire: For payment of employee salaries, for performing official official duties in Members' offices, $243,092,000. This will fully fund the current authorization, plus the January 1993 cost-of-living adjustment.

Mr. Chairman, the Clerk Hire Allowance through the years has remained relatively constant. The number of employees allowed each Member has not increased significantly, nor has the amount of the allowance. In 1971, the number of permanent positions allowed to each Member was 15. In 1975, it was increased to 18, in addition four non-permanent positions were added in 1979. These numbers currently remain in effect.

The allowance itself has only increased primarily due to the annual cost-of-living adjustments when, until recently, the authorization was increased by legislation. The authorization was adjusted effective January 3, 1991. However, due to funding restraints, the increase was not provided to the Members by the Committee on House Administration until May 1st, 1991.

At this point, I would like to insert the table relative to Members clerk hire.

MEMBERS' CLERK HIRE-APPROPRIATIONS, ACTUAL EXPENDITURES, UNEXPENDED BALANCES

Mr. ANDERSON. For payment of salaries for professional and clerical employees under Clause 6 of Rule XI of House Committees, including the Committee on Appropriations and the Committee on the Budget, $103,694,000.

Clause 6 of Rule XI of the Rules of the House authorizes 18 professional and 12 clerical employees for each of 21 House committees, for a total of 630 authorized positions. The Committees on Appropriations and the Budget are excluded from the 18-12 rule, and employ such staff as they require.

Special and Select" funds. I shall discuss that request in more detail when we reach that portion of the hearing.

Mr. Chairman, numerous comments have been made about the rising number of employees on House committees. It is of special interest to note that between 1945 and 1977, the size of committee staffs increased from 159 to 2,169.

Mr. FAZIO. Would you want to repeat that one more time? I want to make sure all the press get a chance to write this down.

Mr. ANDERSON. With pleasure, Mr. Chairman. It is of interest to note that between 1945 and 1977, the size of committee staffs increased from 159 to 2,169. Over that 32-year period, staff grew by 2,010 individuals. However, between 1977 and 1991, staff size actually decreased from 2,169 to 2,166. Fourteen years later, the size of committee staffs are nearly identical.

Mr. FAZIO. I appreciate that fact being made available for the record. It is so often a different impression given by Members who use a different base year, to come up with these astounding in

creases.

In fact, the 1974 class, a large new group of Members of Congress elected at that time, were seen to have been the impetus for great increases in staff around here. They came in at the very end of a period of expansion. And as you indicate, beginning in 1977, things did not just level, they have declined. In fact, that is true of the entire Legislative Branch budget, not just this particular group of employees, committee employees. But you know, these things often are forgotten and left out of the more colorful speeches that our colleagues want to give.

Mr. ANDERSON. At this point, Mr. Chairman, I would include the table listing the actual fiscal year 1991 salaries for the various standing committees funded from this account.
