The resolution proposing an additional rule for conducting business in the Senate was read the second time, and considered as in committee of the whole; and the same having been amended, it was reported to the Senate; and, the amendment being concurred in,

On the question, "Shall this resolution be engrossed and read a third time?"

It was determined in the affirmative.

On motion,

The Senate resumed, as in committee of the whole, the consideration of the bill, entitled "An act explanatory of an act, entitled An act authorizing the settlement of accounts between the United States and Richard O'Brien, late American consul at Algiers;" and no amendment having been made thereto, it was reported to the Senate; and,

Ordered, That it pass to a third reading.

On motion,

The Senate resumed, as in committee of the whole, the consideration of the bill, entitled “An act granting certain privileges to steam ships and vessels owned by incorporated companies;" and,

On motion,

Ordered, That the further consideration thereof be indefinitely postponed.

Ordered, That the Secretary notify the House of Representatives accordingly.

On motion, by Mr. Barbour,

Ordered, That three members be added to the Committee on the District of Columbia, in place of Mr. Lloyd, Mr. Southard, and Mr. D'Wolf; and,

Mr. Brown, of Ohio, Mr. Barton, and Mr. Chandler, were appointed.

The following written message, from the President of the United States, was received by Mr. Gouverneur, his Secretary:

To the Senate of the United States:

I transmit herewith to Congress, copies of letters received at the Department of State, from the Minister of Great Britain, on the subject of the duties discriminating between imported rolled and hammered iron. I recommend them particularly to the considera

tion of Congress, believing that, although there may be ground for controversy with regard to the application of the engagements of the treaty to the case, yet a liberal construction of those engagements would be compatible at once with a conciliatory and a judicious policy. JAMES MONROE.

Washington, 1st May, 1822.

Ordered, That they be referred to the Committee on Foreign Relations, to consider and report thereon,

The bill to relieve the people of Florida from the operation of certain ordinances, having been reported by the committee correctly engrossed, was read a third time.

Resolved, That this bill pass and that the title thereof be "An act to relieve the people of Florida from the operation of certain ordinances."

Ordered, That the Secretary request the concurrence of the House of Representatives in this bill.

The bill for the disposition of certain special Bank deposites having been reported by the committee correctly engrossed, was read a third time.

Resolved, That this bill pass, and that the title thereof, be "An act for the disposition of certain special Bank deposites."

Ordered, That the Secretary request the concurrence of the House of Representatives in this bill.

The following resolutions having been reported by the committee correctly engrossed, were read a third time, and passed.

Resolved, That Robert Tweedy, Tobias Simpson, and George Hicks, assistants to the Sergeant at Arms, and door keeper of the Senate, be paid out of the contingent fund two dollars a day for each day they may have attended the Senate during the present Session of Congress, and that Henry Trims, Jr. be allowed one hundred dollars for his attendance during the present session.

Resolved, That there be paid out of the contingent fund to Robert Tweedy, Tobias Simpson, and George Hicks, the sum of one hundred and fifty dollars for extra services, and that the Secretary of the Senate be authorized to employ, during the recess of the Senate, a suitable person to attend his office, and to take care of the interior of the North wing of the Capitol, to be paid a compensation not exceeding one hundred and fifty cents per day out of the contingent fund.

The bill, entitled "An act for the preservation and repair of the Cumberland Road," was read a third time; and

On the question, "Shall this bill pass ?"

It was determined in the affirmative,

A message from the House of Representatives, by Mr. Dougherty, their Clerk:

Mr. President: The Speaker of the House of Representatives having signed two enrolled bills I am directed to bring them to the Senate for the signature of their President.

The House of Representatives have passed a bill, entitled "An act to establish certain roads, and to discontinue others," in which bill they request the concurrence of the Senate.

They have also passed the bill which originated in the Senate, entitled "An act vesting in the state of Pennsylvania the right of the United to all fines assessed for the non-performance of militia duty during the late war with Great Britain," with an amendment, in which they request the concurrence of the Senate. And he withdrew.

On motion,

The Senate proceeded to consider the amendment of the House of Representatives to the bill last mentioned.

Whereupon,

Resolved, That they concur therein.

Ordered, That the Secretary notify the House of Representatives accordingly.

The bill last brought up from the House of Representatives for concurrence, was twice read by unanimous consent; and

On motion,

Ordered, That it be referred to the Committee on the Post Office and Post Roads, to consider and report thereon.

The President signed the two enrolled bills last reported to have been examined, and they were delivered to the committee, to be laid before the President of the United States.

Mr. Holmes, of Maine, gave notice that to-morrow he should ask leave to introduce a bill.

SATURDAY, MAY 4, 1822.

On motion, by Mr. Pleasants,

Ordered, That the Committee on Naval Affairs, to which were referred the following subjects, to wit: The report of the Secretary of the Navy, with naval rules made January 12, 1821; the resolution concerning small vessels of war; the resolution concerning navy agents and naval supplies; the petition of George Ulmer; and the memorial of the Naval Fraternal Association; be discharged from the further consideration thereof respectively.

Mr. Knight reported from the committee that they had, on the

3rd instant, laid before the President of the United States, the enrofled bill, entitled "An act making an appropriation to defray the expenses of missions to the Independent Nations on the American continent;" and also the bill entitled "An act relating to Treasury notes;" and that they had examined and found duly enrolled the bill, entitled "An act to alter the times of holding the district court of New Jersey;" the bill entitled "An act vesting in the State of Pennsylvania the right of the United States to all fines assessed for the non-performance of militia duty during the late war with Great Britain;" and also the bill, entitled "An act for the preservation and repair of the Cumberland road."

On motion,

The Senate resumed as in committee of the whole the consideration of the bill, entitled "An act to amend the several acts relative to the Treasury, War, and Navy Departments;" and

Ordered, That it lie on the table.

Mr. Barbour, from the Committee on the District of Columbia, to which was referred the bill, entitled "An act to extend the charter of the Mechanics' Bank of Alexandria, in the district of Columbia," reported the same without amendment; and,

Mr. Thomas, from the Committee on Public Lands, to which the subject was referred, reported a bill confirming grants to lands in the district west of Pearl River, derived from the British government of West Florida, not subsequently granted by Spain, or the United States; and the bill was twice read by unanimous consent.
