A message from the House of Representatives, by Mr. Dougherty, their Clerk:

Mr. President: The Speaker of the House of Representatives having signed several enrolled bills, I am directed to bring them to the Senate, for the signature of their President.

The President of the United States, on the 26th instant, approved and signed "An act altering the time and place of holding the district court, in the district of Mississippi;" "An act for the relief of Cornelius Huson;""An act for the relief of James M Farland," "An act for the relief of sundry citizens of Baltimore;” “An act for the relief of B. H. Rand; "An act for the relief of certain distillers within the sixth collection district of Pennsylvania;” “ An act for the relief of William E. Meek;" "An act to alter the times of holding courts in the western district of Virginia, and for other purposes;" and, also, a resolution providing for the security in the transmission of letters, &c. in the public mail.

The House of Representatives concur in the amendments proposed by the Committee of Conference to the amendment of the House of Representatives to the amendments of the Senate to the bill, entitled "An act to provide for paying to the state of Missouri three per cent. of the nett proceeds arising from the sale of public lands within the same.

They also concur in the amendments of the Senate to the bill, entitled "An act making appropriations for the support of the navy of the United States for the year 1822."

They have passed a bill, entitled "An act explanatory of an act, entitled 'An act authorizing the settlement of the accounts between the United States and Richard O'Brien, Tate American consul at Algiers;" a bill, entitled "An act for the preservation and repair of the Cumberland road;" a bill, entitled "An act to provide for the prompt settlement of accounts therein mentioned, and for the punishment of the crime of perjury in certain cases;" a bill, entitled "An

act for the relief of certain insolvent debtors;" and, also, a bill, entitled "An act to provide for the appointment of deputy collectors of the customs;" in which bills they request the concurrence of the Senate. And he withdrew.

After the consideration of Executive business,

TUESDAY, APRIL 30, 1822.

Mr. Holmes, of Maine, from the Committee on Finance, to which was referred the bill, entitled "An act further to amend the several acts relative to the Treasury, War, and Navy Departments," reported the same without amendment.

Agreeably to notice given, Mr. Holmes, of Maine, asked and obtained leave to introduce a bill to relieve the people of Florida from the operation of certain ordinances; which was twice read by unanimous consent; and,

On motion,

Ordered, That it be referred to the Committee on the Judiciary, to consider and report thereon.

On motion, by Mr. Holmes, of Maine,

Ordered, That the Committee on Finance, to which was referred the message from the President of the United States recommending an appropriation for an Indian treaty, be discharged from the further consideration thereof.

On motion, by Mr. Ruggles,

Ordered, That the Committee of Claims, to which was referred the petition of William Biggs, praying remuneration for services rendered during the Revolutionary war, be discharged from the further consideration thereof.

The five bills brought up yesterday from the House of Representatives, for concurrence, were read; and,

Ordered, That they severally pass to the second reading.

The bill, entitled "An act explanatory of an act, entitled 'An act authorizing the settlement of the accounts between the United States and Richard O'Brien, late American consul at Algiers," was read the second time by unanimous consent; and,

Ordered, That it be referred to the Committee of Claims, to consider and report thereon.

The bill, entitled "An act for the preservation and repair of the Cumberland road," was read the second time by unanimous consent;
