ADJUSTMENT OF POSTAL RATES

Washington, D. C. The committee met at 10:30 a. m., pursuant to call, in room 135 of the Senate Office Building, Senator Olin D. Johnston (chairman) presiding.

Also present: J. Austin Latimer, counsel to the committee.
The CHAIRMAN. The committee will be in order.

Before we proceed with the consideration of the adjustment of postal rates, the Chair has a few announcements to make.

I might state for the information of the committee that I have. appointed myself, Senator Ecton, and Senator Frear to serve on a special joint committee from the two Houses on the subject of commemorative stamps.

I might also state that I have appointed Senator O'Conor as a special committee to draft and submit back to the committee a resolution in commemoration of the late Senator Broughton.

In connection with the confirmation of postmasters at the last session of the committee, at the request of Senator Watkins I would like to have the record show that as to the Utah confirmations, Senator Watkins did not return the cards which were sent him, but Senator Watkins stated that he had no objection to any of the postmasterships. However, Senator Watkins did want the committee to know that he has had considerable opposition to the Ogden nomination.

We will now proceed to the consideration of S. 1103, a bill to readjust postal rates. The committee is honored this morning to have before it the Postmaster General of the United States. Mr. Donaldson is accompanied by Mr. Wentzel, of the Office of the Third Assistant Postmaster General, and the Third Assistant Postmaster General, Mr. Lawler.

STATEMENT OF HON. JESSE M. DONALDSON, POSTMASTER GENERAL OF THE UNITED STATES, ACCOMPANIED BY JOSEPH J. LAWLER, THIRD ASSISTANT POSTMASTER GENERAL, AND NELSON W. WENTZEL, DEPUTY THIRD ASSISTANT POSTMASTER GENERAL Postmaster General DONALDSON. Mr. Chairman and members of the committee, in connection with the Department's recommendation for revision of the postal rates, I would like to read a general statement on the subject.
