Annual Painting increased from $40,000 to $48,000..

This allotment is required annually and provides for the
painting normally required for the proper preservation and
appearance of Committee Rooms, offices, corridors,
restaurants, and other spaces in the Capitol.

The $8,000 increase for 1974 is requested to partially
offset the increases in painters' wage rates, including
fringe benefits, that have occurred since the last increase
in this allotment was granted in the fiscal year 1971, which
was based on rates in effect during the period January 1969

through April 1970.

The wage rate of painters, including fringe benefits, rose from $5.90 per hour to $6.67 per hour in May, 1970; from $6.67 to $7.64 in May 1971; from $7.64 to $8.70 in August 1972 (the rate now being paid) an increase of 47% over the $40,000 allotment established in the fiscal year 1971. Approximately 80% of this allotment is expended on painters' wages the balance covers cost of materials.

General Annual Repairs increased from $32,000 to $40,000.... This allotment is required annually and provides for annually recurring repairs and alterations required for the general structural care and maintenance of the building and its equipment such as carpentry, concrete, masonry, machinery and equipment, electrical, sheet metal work, minor roof and skylight work, plumbing, plastering, brickwork, and venetian blinds.

The last increase under this allotment was granted in the
fiscal year 1965. The $8,000 increase for 1974 is requested
to partially offset increased costs of labor and materials
that have occurred since that time.

Maintenance and repair, lighting systems, grounds, and flood

lighting dome of Capitol increased from $23,000 to $28,500...... $5,500
This allotment provides for the maintenance, operation and
repairs of all of the lighting systems of the Capitol Grounds;
the equipment and lighting circuitry required for the Capitol
Dome floodlighting; the motor control center and electrical
systems related to display fountains and circulating pumps,
and other miscellaneous units.

At the present time the ring of 80 floodlamps mounted on
the Capitol roof and grounds for floodlighting the Dome
consists of 1,000 watt quartz reflector lamps with a blade
contactor on a commercial cast aluminum base.

These floodlamps can no longer be obtained, as manufacture
of the same has been discontinued, due to a lack of commercial
demand for such type of lights.

Under the additional amount of $5,500 requested for 1974,
it is proposed to replace the existing installation with 80
new modern-base receptacle fixtures and lamps, now

commercially available. This is an urgently required item.

Maintenance of Office and Computer Equipment increased from $11,500 to $12,500...

This allotment is required annually, to cover the cost of maintenance and service contracts required to keep in good operating condition the business machines, computers, and other equipment now in use. The services are acquired through General Services Administration Supply Schedule contracts. The $1,000 increase requested for 1974 is required to meet current costs.

Of the $12,500 requested for 1974, $6,000 is for mainten-
ance and servicing of computer equipment. This,
specialized electronic data processing equipment, requires
the services of specialists in the electronic field for
proper maintenance, repair and adjustment of this equipment,
which is used for preparation of payrolls and related data
and accounting information; $1,800 is required for annual
servicing of multilith, itek, and addressograph equipment;
$1,400 for servicing and rental of Xerox equipment; and
$2,600 for servicing typewriters and other miscellaneous
office equipment. In addition, an amount of $700 is
required for a service contract for the burglar alarm
system provided for the Display Cases in the Crypt.
Supplies and Materials increased from $49,000 to $58,000..
This allotment provides for carpentry, electrical,
plumbing, hardware, cleaning, heating and ventilating,
and general miscellaneous supplies for the care of the
Capiol Building, including incandescent lamps and
fluorescent tubes; also stationery office supplies and
reference books, and Sanitarian's supplies.

The last increase granted under this allotment was in
the fiscal year 1971 and in the past 3 years further
increase in the cost of such supplies and materials has

occurred.

The increase of $9,000 requested for 1974 is required to meet current cost and expanded needs.

For 1974, $341,000 is requested for cleaning the stonework
and painting the coffered domed ceiling of the Rotunda.

The stonework was last cleaned and the coffered domed
ceiling was last cleaned and painted in 1949. Prior to 1949,
this work had last been done in 1907.

There is an extensive amount of stonework to be cleaned in
the Rotunda. The walls, which extend from the floor of the
Rotunda to the top of the entablature beneath the frieze, as
well as the pilasters and ornamental panels which form part
of the walls, are all constructed of sandstone. Prior to
1907, the sandstone walls had at some earlier date been
painted, but as the results were not found satisfactory, all
paint was removed from the sandstone surfaces in 1907 and
the sandstone has since been left in its original state.
1949, the sandstone surfaces were cleaned by blasting with
very fine sand.

Under the funds requested for 1974, it is proposed to again
clean all of the sandstone surfaces, which will improve their
appearance.

The coffered domed ceiling extends from the entablature
above the frieze to the eye, or canopy, of the dome and was,
as indicated, last cleaned and painted in 1949. It has once
again become covered with a film of grease and dust and
should be cleaned and painted in the coming year.

Both the sandstone cleaning and the coffered ceiling
cleaning and painting will require the use of extensive
scaffolding. The Rotunda must be scaffolded from the floor
to the ceiling.
Special scaffolding must be used for the
ceiling work, and other scaffolding for the sandstone work.

NONRECURRING ITEMS (continued)

Under the funds requested for 1974, it is proposed to clean
and paint the coffered ceiling, including the cast iron areas
between the top of the entablature and the bottom of the
frieze and between the top of the frieze and the base of the
ceiling. The painting is necessarily costly work to perform
because of the highly decorated character of the coffered
ceiling. The painting is expected to involve the use of
five different colors and gold leaf highlighting.

The work to be done includes installation of a protected
walkway and protective enclosures for the statuary and

paintings in the Rotunda.

The only areas of the Rotunda not included in the cleaning and painting program are the canopy, or eye, of the dome which contains the frescoe painting depicting the Apothesis of Washington and the frieze around the belt of the Rotunda. The work recommended to be done next year is deemed necessary to preserve the proper appearance of the Rotunda, which is one of the finest and most frequently visited rooms in the Capitol and also the site of many prominent events.
