The Senate resumed the consideration of the nomination of Nathaniel Andrews, contained in the message of the 29th January; and

Resolved, That they do advise and consent to the appointment, agreeably to the nomination.

The Senate resumed `the consideration of the message of the 29th January, moniiuating William C. Bradley, and others, to offices; and

Resolved, That they do advise and consent to the appointment of Charles Pelham, agreeably to the nomination.

Ordered, That the other nominations be postponed.

On motion by Mr. Chase,

Ordered, That the Secretary make return to the President of the United States, of all nominations which have been agreed to.

MONDAY, FEBRUARY 10, 1817.

The following written message was received from the President of the United States, by Mr. Todd, his Secretary:

The following written message was received from the President of the United States, by Mr. Todd, his Secretary:

To the Senate of the United States:

I nominate Jonathan Richmond, of New York, to be Collector of direct taxes and internal duties, for the twenty-third district, in the same State, in the place of Roswell Tousley, removed.

The message received from the President of the United States, on the 10th, and that received on the 13th instant, were severally read. Ordered, That they lie for consideration.

The Senate took into consideration the message of the 7th instant, nominating Paul H. Perrault, and others, to military appointments; and

Resolved, That they do advise and consent to the appointments of Paul H. Perrault, Carey Nicholas, George A. Carroll, Samuel Ayer, George B. McKnight, Mattron Ball, Henry Taylor, William S. Blair, and Edwin Wyatt, agreeably to the nominations respectively.

On motion by Mr. Varnum,

Ordered, That the other nominations, contained in said message, be rcferred to the Committee on Military Affairs, to inquire and report thereon. On motion by Mr. Williams,

Ordered, That the Secretary make return to the President of the United States, on the nominations this day agreed to.

On motion by Mr. Barbour,

Ordered, That the treaty of friendship and commerce, between the United States and the King of Sweden and Norway, be made the order of the day for to-morrow, at 12 o'clock.

TUESDAY, FEBRUARY 18, 1817.

Agreeably to the order of the day, the Senate resumed, as in Committec of the Whole, the consideration of the treaty of friendship and commerce between the United States and the King of Sweden and Norway; and no amendment having been proposed thereto, the President reported it to the House accordingly. Whereupon,

A motion was made to except the third and fourth articles; and,

On the question, "Will the Senate advise and consent to the ratification of these articles?"

It was determined in the negative: Yeas, 23; Nays, 14.

Mr. Barbour submitted the following motion for consideration:

Resolved, (two-thirds of the Senators present concurring therein,) That the Senate do advise and consent to the ratification of the treaty of friendship and commerce, made and concluded at Stockholm, on the 4th day of September, 1816, between the United States and the King of Sweden and Norway, by their respective Plenipotentiaries, with the exception of the third, fourth, and sixth articles.

WEDNESDAY, February 19, 1817.

The treaty of friendship and commerce, between the United States and the King of Sweden and Norway, excepting the third, fourth, and sixth articles, was read the third time. Whereupon,

The Senate proceeded to consider the motion submitted yesterday, to ratify the said treaty; and

A motion was made by Mr. Dana, to add to the end thereof the follow ing proviso: viz.

"Provided, That the treaty, after the exchange of ratification, shall be in force until the third day of July, 1819, and no longer;" and,

On the question being put, "Shall these words stand part of the resolu tion?"

It was determined in the negative: Yeas, 3; Nays, 32.

Those who voted in the affirmative, arc-Messrs. Dana, Macon, and Sanford.

Those who voted in the negative, arc-Messrs. Ashmun, Campbell, Chase, Condit, Daggett, Fromentin, Gaillard, Goldsborough, Hanson, Hardin, Horacy, Howell, Hunter, King, Lacock, Mason, of New Hampshire. Morrow, Noble, Roberts, Ruggles, Smith, Stokes, Talbot, Tait, Taylor, Thompson, Tichenor, Troup. Varnum, Wells, Williams, and Wilson.

On the question, "Will the Senate advise and consent to the ratification of this treaty, with the exception of the third, fourth, and sixth articles?" It was determined in the affirmative: Yeas, 33; Nays, 2.

Those who voted in the afirmative, are- -Messrs. Ashmun, Barbour, Campbell, Chase, Condit, Daggett. Fromentin, Gaillard, Goldsborough, Hardin, Horsey, Howell, Hunter, King, Lacock, Macon, Mason, of New Hampshire, Morrow, Noble, Roberts, Ruggles, Sanford, Smith, Stokes, Talbot, Tait, Taylor, Thompson, Troup, Varnum, Wells, Williams, and Wilson.

Those who voted in the negative, are—Messrs. Dana and Hanson.

So it was

Resolved, (two-thirds of the Senators present concurring therein,) That the Senate do advise and consent to the ratification of the treaty of friendship and commerce, made and concluded at Stockholm, on the 4th day of September, 1816, between the United States and the King of Sweden and Norway, by their respective Plenipotentiaries, with the cxception of the third, fourth, and sixth articles.

Ordered, That the Secretary lay this resolution before the President of the United States.

Mr. Williams, from the Committee on Military Affairs, to whom was referred certain military nominations, contained in the message of the 7th instant, reported. Whereupon,

Resolved, That the Senate do advise and consent to the appointments, agreeably to the nominations respectively.

The Senate resumed the nominations of Henry Dodge and Charles Lucas, contained in the message of the 29th January; and

Resolved, That they do advise and consent to the appointments, #greenbly to the nominations respectively.

The Senate took into consideration the message of the 10th instant, nomiDating llenry Wilcox to office; and

Resolved, That they do advise and consent to the appointment, agreeably to the nomination.

Ordered, That the Secretary lay the three last resolutions before the President of the United States.

The Senate resumed the message of the 16th January, nominating William Clark, and others, to offices; and

Resolved, That they do advise and consent to the appointment of Benjamin Barney, agreeably to the nomination.

Ordered, That the nomination of David Hound ba postponed.

On motion by Mr. Barbour,

Ordered, That the message, this day received, nominating sundry per sons to Naval promotions, be referred to the Committee on Naval Affairs, to inquire and report thereon.

WEDNESDAY, FEBRUARY 26, 1817.

The President communicated a letter from Wolcott Chauncey, a Liculen. ant in the Navy, stating that through misrepresentation he has been passed over in the list of promotions to Masters Commandant, now before the Senate, and soliciting an inquiry; and the letter and documents accompanying the same, were read,

On motion by Mr. Tait,

Ordered, That the mid letter and documents be referred to the Commitico on Naval Affairs, to consider and report thereon.

The Senate took into consideration the message of the 24th instant, nominating Cheover Felch, to office; and

Resolved, That they do advise and consent to the appointment, agrocably

to the nomination.

Ordered, That the Secretary lay this resolution before the President of the United States.

The Senato took into consideration the message of the 84th instant, nominating Claude Crozet, and others, to offices; and

Resolved, That they do advise and consent to the appointments, agreeably to the nominations respectively; with the exception of Claude Crozet, which was ordered to be postponed.

THURSDAY, FEBRUARY 27, 1817.
