September last, by their Plenipotentiaries, I lay the same before the Scnate for their consideration and advice as to a ratification.

The message, treaty, and documents, were severally read.
Ordered, That the treaty pass to a second reading.

The Senate resumed the consideration of the message of the 10th instant, nominating to military promotions and appointments; and,

On motion by Mr. Lacock,

Ordered, That it be referred to the Committee on Military Affairs, to inquire and report thereon.

MONDAY, DECEMBER 16, 1816.

The two following written messages were received from the President of the United States, by Mr. Todd, his Secretary:

To the Senate of the United States:

Commissions having issued, during the recess, to the following persons, I nominate them to the offices respectively annexed to their names:

William Davy, of Pennsylvania, to be Consul of the United States at Kingston upon Hull, in Great Britain.

Joseph Ray, of the same State, to be Consul at Pernambuco, in Brazil. Robert Jaques, of New York, to be Consul at St. Croix.

John Howard March, of New Hampshire, to be Consul at Madeira. Jose dos Santos Monteiro, of Brazil, to be Consul for the Island of Maranhao, in Brazil.

I nominate, also, Daniel Strobel, of South Carolina, to be Consul at Bordeaux, in the place of William Lee, resigned.

Reuben G. Beasley, of Virginia, to be Consul at Ilavre de Grace, in the place of Isaac C. Barnet, now Consul at Paris.

I nominate Joseph Philips, late of the Army of the United, to be Sccrotary of the Illinois Territory.

Ordered, That the treaty of commerce between the United States and the King of Sweden and Norway, be referred to the Committee on Foreign Relations, to consider and report thereon.

TUESDAY, DECEMBER 17, 1816.

The Senate proceeded to consider the message of yesterday, nominating Joseph Philips to office; and

Resolved, That they do advise and consent to the appointment, agreeably to the nomination.

The Senate proceeded to consider the message of yesterday, nominating William Davy, and others, to offices; and

Resolved, That they do advise and consent to the appointments of Robert Jaques, John Howard March, and Daniel Strobel, agreeably to the nominations respectively.

On motion by Mr. Tait,

Ordered, That the nomination of Reuben G. Beasley be referred to hǝ Committee on Foreign Relations, to inquire and report thereon.

Mr. Williams, from the Committee on Military Affairs, to whom was roferred the message of the 10th instant, nominating sundry persons to promotion's and appointments in the army, reported. Whereupon,

Resolved, That the Senate do advise and consent to all the promotions and appointments, agreeably to the nominations respectively; except James McKcon, Tobins P. Cambridge, and John L. Leib.

On motion by Mr. Roberts,

Ordered, That the nomination of John L. Leib be recommitted to the same committer, further to inquire and report thereon.

Ordered, That the nominations of James McKeon and Tobias P. Cambridge, be postponed.

On motion,

Ordered, That the Secretary make return to the President of the United States, of all nominations this day agreed to.

On motion by Mr. Macon,

Ordered, That the several Indian treaties, with the documents accompanying them, he referred to the Committee on Foreign Relations, to consider and report thereon.

THURSDAY, December 19, 1816.

Mr. Barbour, from the Committee on Foreign Relations, to which was referred the nomination of Reuben G. Beasley, contained in the message of the 16th instant, reported. Whereupon,

Resolved, That the Senate do advise and consent to the appointment, agreeably to the nomination,

Ón motion by Mr. Roberts,

Ordered, That all nominations contained in the said message, which havo not been agreed to, be referred to the Committee on Foreign Relations, to inquire and report thereon.

The Senate resumed the consideration of the nominations of James McKeon and Tobias P. Cambridge, contained in the message of the 10th instant; and

Resolved, That they do not advise and consent to the appointment of Tobias P. Cambridge.

On motion by Mr. Sanford,

Ordered, That the nomination of James McKeon be recommitted to the Committee on Military Affairs, further to inquire and report thereon. The following written message was received from the President of the United States, by Mr. Todd, his Secretary:

To the Senate of the United States:

I nominato Joseph H. Hawkins, to be Surveyor of the port of NewOrleans, and also Inspector of the Revenue for the same port, in the place of Thomas L. Butler, resigned,

Jesse Nettles, Jun., of South Carolina, to be Collector of the direct tax and internal duties, for the 8th collection district of the same State, in the place of Thomas 11. Lane, resigned.

Ebenezer S. Rees, of Georgia, now principal Assessor, to be Collector of the direct tax and internal duties, for the 1st collection district of the same State, in the place of John Stevens, resigned.

MONDAY, DECEMBER 23, 1816.

The eight treaties concluded between the United States and sundry tribes of Indians, were severally read the second time; and,

On motion by Mr. Campbell,

They were severally read the third time by unanimous consent.

Mr. Macon submitted the following resolutions, which were severally read and agreed to:

Resolved, (two-thirds of the Senators present concurring therein,) That the Senate do advise and consent to the ratification of the treaty made and concluded between the United States and the Wea and Kickapoo tribes of Indians, by their chiefs and headmen, on the 4th. day of June, 1816, at Fort Ilarrison.

Resolved, (two-thirds of the Senators present concurring therein,) That the Senate do advise and consent to the ratification of the treaty of peace, friendship, and limits, made and concluded between the United States and the united tribes of Ottawas, Chippewas, and Pottowotomces, residing on the Illinois and Melwakce, rivers and their waters, and on the south-western parts of Lake Michigan, by their chiefs and warriors, on the 4th day of August, 1816, at St. Louis,

Resolved, (two-thirds of the Senators present concurring therein.) That tho Senate do advise and consent to the ratification of the treaty of peace and friendship, made and concluded between the United States and that portion of the Winnebago tribe of Indians residing on the Quisconsin river, by their chiefs and warriors, on the 3d day of June, 1816, at St. Louis.

Resolved, (two-thirds of the Senators present concurring therein,) That the Senate de advise and consent to the ratification of the treaty of peace and friendship made and concluded between the United States and the tribes of Indians called the Sacs of Rock river, by their chiefs and warriors, on the 13th day of May, 1816, at St. Louis.

Resolved, (two-thirds of the Senators present concurring therein,) That the Senate do advise and consent to the ratification of the treaty of peace and friendship, made and concluded between the United States and the tribes of Indians called the Siouxs of the Leaf, the Siouxs of the Broad Leaf, and the Siouxs who Shoot in the line-tops, by their chiefs and warriors, on the 1st day of June, 1816, at St. Louis.

Revolved, (two-thirds of the Senators present concurring theroin,) That the Senate do advise and consent to the ratification of the articles of a treaty made and concluded between the United States and the Chickasaw nation of In dians, by their chiefs and warriors, on the: 20th day of September, 1816, at the Chickasaw Council-house.

Resolved, (two-thirds of the Senators present concurring therein,) That the Senate do advise and consent to the ratification of the articles of a treaty, made and concluded between the United States and the Cherokee nation of Indians, in council assembled, on the 4th day of October, 1816, at Turkey Town.

Resolved, (two-thirds of the Senators present concurring therein,) That the Senate do advise and consent to the ratification of a treaty of cession, made and concluded between the United States and the Chactaw nation of Indians, by their leaders, captains, and warriors, on the 24th day of October, 1816, at the Chactaw trading-house.

On the question, "Will the Senate advise and consent to the ratification of the treaty with the Wea and Kickapoo tribes of Indians?"

It was unanimously determined in the affirmative: Ycan 26.

Those who voted, are Messrs. Ashmun, Campbell, Chase, Condit, Daggett, Gaillard, Goldsborough, Hardin, Howell, Hunter, Lacock, Macon, Mason of New Hampshire, Morrow, Noble, Roberts, Ruggles, Sanford, Stokes, Tait, Taylor, Thompson, Tichenor, Troup, Wells, Williams.

So it was

Resolved, (two-thirds of the Senators present concurring therein,) That the Senate do advise and consent to the ratification of the treaty, made and concluded between the United States and the Wea and Kickapoo tribes of Indians, by their chiefs and headmen, on the fourth day of June, 1816, at Fort Harrison.

On the question, "Will the Senate advise and consent to the ratification of the treaty of peace, friendship, and limits, with the tribes of Indians called the Ottawas, Chippewas, and l'ottowotomces, residing on the Illinois Mcl

wakce rivers?"

It was determined in the affirmative: Yeas, 25; Nay, 1.

Those who voted in the affirmative, arc-Messrs. Ashmun, Campbell, Chase, Condit, Daggett, Gaillard, Goldsborough, Hardin, Howell, Hunter, Lacock, Macon, Mason, of New Hampshire, Morrow, Roberts, Ruggles, Sanford, Stokes, Tait, Taylor, Thompson, Tichenor, Troup, Wells, Williams.

Mr. Noble voted in the negative.

So it was

Resolved, (two-thirds of the Senators present concurring therein,) That the Senate do advise and consent to the ratification of the treaty of peace, friendship, and limits, made and concluded between the United States and the United tribes of Ottawas, Chippewas, and Pottowotomres, residing on the Illinois and Melwakce rivers, and their waters, and on the south-western parts of Lake Michigan, by their chiefs and warriors, on the 4th day of August, 1816, at St. Louis.

On the question, "Will the Senate advise and consent to the ratification of the treaty with the Chickasaw Indians?"

It was unanimously determined in the affirmative: Yeas, 27.

On the question, "Will the Senate advise and consent to the ratification of the treaty with the Cherokee Indians?"

It was unanimously determined in the affirmative: Ycas, 27.
