Mr. President-The House of Representatives have concurred in the amendment of the Senate to their amendments to the bill, entitled, "An act to provide for the prompt settlement of public ac

counts."

They have also concurred in the amendments of the Senate to their amendments to the bill, entitled, "An act to authorize the appointment of a surveyor for the lands in the northern part of the Mississippi Territory, and the sale of certain lands therein described."

They have concurred in the amendments of the Senate to the bill entitled "An act to set apart and pledge, as a permanent fund for internal improvement, the bonus of the national bank, and the United States' share of its dividends."

They have also concurred in the amendments of the Senate to the bill, entitled, " An act to amend the act authorizing the payment for property lost, captured, or destroyed by the enemy, while in the military service of the United States, and for other purposes,' passed the 9th of April, 1816,” with an amendment, in which they request the concurrence of the Senate. And he withdrew.

On motion,

The Senate proceeded to consider the amendment of the House of Representatives to the amendments of the Senate to the bill last mentioned.

Whereupon,

Resolved, That they concur therein.

Ordered, That the Secretary notify the House of Representatives accordingly.

The Senate resumed, as in committee of the whole, the consideration of the bill to extend the charters of certain banks in the District of Columbia, and for other purposes.

On motion by Mr. Goldsborough,

Ordered, That the further consideration thereof be postponed until the fourth day of March, next. On motion by Mr. Morrow,

Resolvel, That the committee on Public Lands be directed to report a bill for continuing in force an act establishing trading houses with the Indian tribes, which will expire on the 4th instant.

Whereupon,

Mr. Morrow, from said committee, reported a bill to continue in force an act, entitled, " An act for establishing trading houses with the Indian tribes ;" and the bill was read the first and second times by unanimous consent, and considered as in committee of the whole; and no amendment haring been made thereto, the President reported it to the House: And,

On the question-Sha!! this bill be engrossed and read a third time?"

It was determined in the affirmative. Mr. Wilson, from the committec, reported said bill correctly engrossed.

The Senate resumed, as in committee of the whole, the consideration of the bill entitled "An act more effectually to preserve the neutral relations of the United States," together with the amendments reported thereto by the committee on Foreign Relations.

On the question to agree to the following amendment, reported by the committee of Foreign relations:

"SEC. 2. And be it further enacted, That the owners of all armed ships sailing out of the ports of the United States, and owned wholly or in part by citizens thereof, shall enter into bond to the United States, with sufficient sureties, prior to clearing out the same, in double the amount of the value of the vessel and cargo on board, including her armament, that the said ship or vessel shall not be employed by such owners in cruising or committing hostilities, or in aiding or co-operating in any warlike measure against the subjects, citizens, or property, of any prince or state, or of any colony, district, or people, with whom the United States are at peace."
