Mr. McDuffie, from the Committee of Ways and Means, to which the subject was referred on the 12th instant, reported a bill [No. 329] making an appropriation to pay the claims of certain citizens of Louisiana and Mississippi, formerly inhabitants of West Florida; which was read the first and second time, and committed to a Committee of the Whole House to-morrow.

Mr. Whittlesey, from the Committe of Claims, made a report on the petition of Luther Chapin, accompanied by a bill [No. 330] for his relief; which bill was read the first and second time, and committed to a Committee of the Whole House to-morrow.

The House resumed the consideration of the following resolution, moved by Mr. Wright, of Ohio, on the 19th instant, viz :

Resolved, That the Select Committee on printing the laws on stereotype plates be instructed to inquire whether any change in the prices of paper, printing materials, and printing, has taken place since the year 1819, rendering it expedient to reduce the prices of the printing for Congress.

The Speaker laid before the House, a report of the Postmaster General, on the subject of the repairs of the great Military Road from Columbus, passing through the Choctaw Nation, to New Orleans; as also, on the subject of the repairs on the Robinson Road through the Choctaw Nation; prepared in obedience to an order of this House. at the last session of Congress. This report was read, and referred to the Committee on the Post Office and Post Roads.

The Speaker laid before the House a report from the Secretary of the Navy, made in obedience to an order of the House of the 12th of May last, directing him "to prepare and report a plan and estimates for connecting with two or more of the Navy Yards as many establishments for purchasing, water-rotting, and preparing for manufacture, American hemp and flax, and also, cotton, as well as for manufacturing the same into cordage and canvass, for the use of the Navy." This report was read, and laid on the table.

On motion of Mr. Dwight,

Ordered, That the report of the Secretary of War, made at the last session, on the subject of the claims of the State of Massachusetts, for the service of militia in the late war between the United States and Great Britain, be referred to the Committee on Military Affairs.

A message from the Senate, by Mr. Lowrie, their Secretary:
Mr. Speaker: The Senate passed bills of the following titles:

No. 4. An act to authorize the President of the United States to cause the reserved salt springs in the State of Missouri to be exposedto public sale; No. 5. An act to authorize the President of the United States to cause the reserved Icad mines in the State of Missouri to be exposed to public sale, and for other purposes;

No. 6. An act explanatory of an act, entitled "An act to reduce and fix the Military Peace Establishment of the United States," passed March 2, 1821;

No. 13. An act confirming the reports of the Register and Receiver of the Land Office for the District of St. Stephen's, in the State of Alabama, and for other purposes;

No. 19. An act providing for the printing and binding of sixty thousand copies of the Abstract of Infantry Tactics, including manœuvres of light infantry and riflemen, and for other purposes;

No. 27. An act for the relief of John Culbertson, and for the payment of an interpreter for the District Court of the United States for the Eastern District of Louisiana;

No. 31. An act to amend an act, entitled "An act for the better organization of the Medical Department of the Navy," approved 24th May, 1828;

In which bills I am directed to ask the concurrence of this House.

The House proceeded to the consideration of the amendments reported from the Committee of the Whole House on the state of the Union, to the bill [No. 77,] establishing the territorial government of Huron; and the said amendments being read, part thereof were concurred in by the House, and part disagreed to.

A motion was made by Mr. Condict, to amend that part of the amendments which proposes to authorize the Governor, with the consent of the Legislative Council, to appoint certain officers, by striking out the word "Sheriffs;" which motion was disagreed to by the House.

The question was put to concur with the Committee in the amendment which proposes to fix the salary of the Governor at two thousand dollars per annum ;

And passed in the affirmative.

A motion was then made by Mr. Bassett, to amend the paragraphi which fixes the salary of the Governor at $ 1000 per annum, as superintendent, by adding thereto these words: "in full of all other allowances.” This motion was disagreed to.

The question was then put on so much of the said amendment of the Committee of the Whole, as proposes to allow said Governor the sum of one thousand dollars per annum, as Superintendent of Indian Affairs; And was decided in the negative.

On motion of Mr. Taylor,

The said bill was then further amended, by striking out so much of the item relating to the compensation of the Governor, as relates to his superintendency of Indian Affairs.

On motion of Mr. Smith, of Indiana,

The bill was then further amended,

And a motion was made by Mr. Strong, that the further consideration thereof, be postponed until Monday next: When

A motion was made by Mr. Buchanan, that the further consideration of the said bill be postponed until the first Monday in February next. Pending the question on this motion,

The House adjourned.

TUESDAY, DECEMBER 23, 1828.

Two other members, viz: from Massachusetts, John Davis, and from Kentucky, James Clarke, appeared, and took their seats.

Mr. Bartlett presented a petition of Charlotte M. R. Thorn, widow of Robert Livingston Thorn, late a surgeon in the Navy of the United States, praying to be placed on the list of naval pensioners of the United States; which was referred to the Committee on Naval Affairs.

Mr. Barber, of Connecticut, presented a memorial of merchants, traders, and other inhabitants, of Montville, in the State of Connecticut; Mr. Mallary presented a memorial of merchants, traders, and other inhabitants, of Middleburg, in the State of Vermont ;

Mr. Markell presented a memorial of merchants and traders of Palatine and Canajoharie, in Montgomery county, State of New York; severally and respectively praying that duties may be imposed on certain sales at auction.

Mr. Sergeant presented a petition of Henry Toland, merchant, of Philadelphia, praying t be released from his liability as the surety of John C. and William H. Smith, in certain custom-house bonds, upon his payment of his own bonds for duties.

Mr. Brent presented a petition of Ignatius F. Young, of the District of Columbia, praying to be reimbursed the amount expended in defending a suit brought against him by the United States, and which was decided in his favor.

Ordered, That these memorials and petitions be referred to the Committee of Ways and Means.

Mr. Baldwin presented a petition of a committee appointed by the surviving officers and soldiers of the Army of the Revolution, now residing in the county of Windham, in the State of Connecticut, praying that other and further provision may be made for compensating them, and for fulfilling the public engagements, and the just expectations of the officers and soldiers of that Army.

Mr. Clark, of New York, presented a petition of Asa Jones, of that State;

Mr. Hobbie presented a petition of Chedor Collins, of the State of New York;

Mr. Mercer presented a petition of Thomas Sappington, of the State of Virginia;
