WE have to announce to the public, the official notification of this most unexpected event. Government, it seems, have been for some days in possession of this intelligence, but have until now successfully kept it secret. The rapid advance of the Ex-Secretary has at last rendered publicity unavoidable.

*It was at this period that Napoleon returned from Elba; and it is needless to remark, that this and the following article are parodies of the events that occurred, and the Bulletins and proclamations that were then issued in France.-ED.
