(2) Each year, the Small Company Specialist will document the proportional and dollar amount of the Bank's acquisitions let to covered companies and its plans for the following year.

(b) Report to the Board of Governors.

The Bank will submit a report on this matter to the Board of Governors each year. This report must set forth total contract dollars attributed to covered company purchases and the proportion of contract dollars let to covered companies. The report will discuss what specific product or service categories have been most accessible to covered companies, the experience of covered companies in obtaining awards through subcontracting and Bank contracting goals.

APPENDIX NO. 1

to

OPERATING BULLETIN NO. 10

Subject:

Acquisition and reporting responsibilities for certain goods and services, and authority to contact vendors.

1. The areas listed in Paragraph 3 have authority to acquire the listed goods and services subject to the authority and responsibility of the Purchasing Director or Assistant Purchasing Director to monitor and render advice on such acquisitions (except those made by the Personnel and Legal Functions) to ensure compliance with the provisions of Operating Bulletin No. 10. An officer responsible for the area shall also assign Small and Disadvantaged Business responsibility to one or more contract representatives. These contract representatives will be responsibile for reviewing the acquisition of relevant goods and services including compliance with S&DB Policy and are therefore required to obtain and send to the Purchasing Director or Assistant Purchasing Director, no later than 10 business days prior to the time of award or execution of a contract for any acquisition: (a) copies of the competitive bids received (for purchases of less than $50,000); (b) all supporting documentation, properly approved if other than competitive

acquisition procedures have been employed in accordance with Section 4.4; (c) the relevant credit evaluation if required by Section 6.2; (d) a properly completed and approved purchase requisition; and (e) documentation confirming that all reviews by the Legal and Management Information Departments required by Operating Bulletin No. 10 have been accomplished. The Purchasing Division will review the supporting documentation for compliance with the relevant provisions of Operating Bulletin No. 10 and advise the contract representative with S&DB responsibility who authorized the acquisition within 10 business days as to the acceptability of the requisition; the Purchasing Division's review will cover compliance with acquisition procedures and not the decisions made by area management as to the vendor and product chosen. Acquisitions made under the Bank's Quick Purchase/Reimbursement Program, which must not exceed $250, as described in Operating Bulletin No. 37, may be made without regard to the reporting requirements of this Appendix or the Small and Disadvantaged Business Program.

2. The Small Company Specialist is responsible for monitoring the Bank's compliance with the provisions of Operating Bulletin No. 10 relating to "covered companies" (Sections 3.4, 5.2(b), 5.13, 5.14 and 5.15). Therefore, in order that the

monitoring process proceed in an orderly, accurate, and verifiable manner, each area listed below with "covered company" responsibilities (i.e., the Small and Disadvantaged Business

Program or "S&DB") should insure that a sufficient number of area contract representatives are assigned S&DB responsibility since these individuals will be responsible for the area's S&DB acquisition procedures and reporting and therefore must also insure completion and sign the S&DB portion of each requisition. 3.
