APPENDIX A--COVERED COMPANIES SUBCONTRACTING CLAUSE

The Board of Governors of the Federal Reserve System has a policy of assisting small businesses and disadvantaged small businesses in participating in the performance of Board contracts.

The contractor hereby agrees to carry out this policy in the awarding of subcontracts to the fullest extent consistent with the efficient performance of this contract. The contractor further agrees to furnish to the Board, upon request, information demonstrating the contractor's compliance with this

clause.

As used in this contract, the term "small business" means a business qualifying as a small business concern under section 3 of the Small Business Act (15 USC 632) and rules and regulations promulgated pursuant thereto, and the term "disadvantaged small business" means a small business

at least 51 percent owned by one or more socially and economically
disadvantaged individuals; or, in the case of any publicly owned
business, at least 51 percent of the stock of the business is
owned by one or more socially or economically disadvantaged
individuals; and

whose management and daily business operations are controlled by one or more such individuals.

The contractor shall presume that socially and economically disadvar.taged individuals include Black Americans, Hispanic Americans, Native Americans, Asian Pacific Americans, and other minorities, or any other individual found to be disadvantaged by the Small Business Administration pursuant to section 8(a) of the Small Business Act.

Contractors acting in good faith may relay on written representations by their subcontractors regarding their status as either a small business or a socially and economically disadvantaged small business.

Minority Co-operative Education Program

The Board of Governors of the Federal Reserve
System's Co-operative Education Program is
designed to provide professional work experience to
ethnic minority undergraduate and graduate
students in law, finance/accounting, economics,
and data processing/information systems. It is the
Board's hope that by combining academic
endeavors with related work experience qualified
and capable participants will be encouraged to seek
employment at the Board upon completion of their
degree requirements.

Application Information

Applicants should provide the following: (1) com-
pleted Federal Reserve Board Employment Applica-
tion; (2) undergraduate/graduate academic
transcript; and (3) three letters of recommendation
from faculty members or employers. Applications
and supporting documents are accepted throughout
the year and should be sent to:

Selection Criteria

Employment in this program will be granted only to
U.S. citizens who are members of ethnic minority
groups. Candidates will be competitively selected

based on scholastic achievement, recommendations,
and completed course work in relevant areas of
study. Positions under this program will generally
be awarded for one semester or during the summer;
however, other assignment lengths may be con-
sidered. Undergraduate candidates may be invited
back for a period during their graduate program if
requested by the host division.

Nature of Assignments

Law-The Legal Division and the Division of Con-
sumer and Community Affairs provide services re-
quested by the Board. The staff of the Legal Divi-
sion is concerned with questions relating to the
fields of commercial, corporate, antitrust, ad-
ministrative and banking law. Students will be given
an opportunity to gain first-hand knowledge of
these fields. Assignments in Consumer and Com-
munity Affairs might entail drafting, amending and
interpreting regulations implementing Federal con-
sumer legislation. Applicants must be candidates for
a law degree from ar accredited/recognized law
school.

Finance/Accounting-Assignments in the Division of
FR Bank Operations would deal with operational
policy. The Division acts as liaison between the 12
federal reserve district banks and the Board.
Students assigned to the Division of Banking Super-
vision and Regulation would deal with report
analysis and examination of State member banks
and processing bank holding company applications.
Data Processing/Information Systems-Assignments
in the Division of Data Processing would include
conducting statistical surveys, maintaining computer
programs for econometric applications and assisting

application developments in the following kinds of

activities:

• Design and code of small programs
• Ad Hoc assignments

Economics-Selected applicants in the Divisions of International Finance and Research and Statistics are assigned to research projects depending upon individual aptitude and skill. These positions are filled by both undergraduate and graduate students majoring in economics, who will be assigned to work with Economists. Principal areas of research are financial and non-financial, bank structure competition, international trade, and foreign and exchange markets.

Students attending colleges and universities outside the Washington metropolitan area are invited to apply. Housing and travel arrangements must be borne by the out-of-area applicants should he or
