Administrative Governor

The Administrative Governor is a member of the Board of Governors. He or she is designated by the Chairman of the Board of Governors, charged with overseeing the internal affairs of the Board and empowered to make decisions and determinations on behalf of the Board of Governors when authority to do so is delegated to him or her.

The Administrative Governor has been delegated authority to make determinations adjudicating complaints of discrimination; and to order such corrective measures, including such remedial actions as may be required by the Board's Rules Regarding Equal Opportunity (the Rules), 12 C.F.R. Part 268, as he or she may consider necessary, including such disciplinary action as is warranted by the circumstances when an employee has been found to have engaged in a discriminatory practice. The Administrative Governor may delegate to any officer or employee of the Board any of his or her duties or functions under the Rules.

The Administrative Governor may refer to the Board of Governors for determination or decision any complaint of discrimination that the Administrative Governor would otherwise decide and may make any recommendations for any changes in programs and procedures designed to eliminate discriminatory action with respect to managerial or supervisory employees who have failed in their responsibilities, or employees who have been found to have engaged in discriminatory practices, or with regard to any other matter which the Administrative Governor believes merits the attention of the Board of Governors. Staff Director for Management

When so authorized by the Administrative Governor, the Staff Director for management shall make any determinations on complaints of discrimination that would otherwise be made by the Administrative Governor. He or she shall issue letters of findings, shall order such corrective measures, including such remedial actions as may be required by sections of the Rules as he or she may consider necessary, and including the

the circumstances when an employee is found to have engaged in a discriminatory practice.

The Staff Director for Management reviews the record on any complaint under the Rules before a determination is made by the Board of Governors or the Administrative Governor on the complaint and make such recommendations as to the determination as he or she considers appropriate, including any recommendations for such disciplinary action as is warranted by the circumstances when an employee is found to have engaged in a discriminatory practice.

The Staff Directory for Management may make changes in programs and procedures designed to eliminate discriminatory practices and improve the Board's program for equal opportunity. Contact with

The EEO Programs Officer is the person responsible for managing the Board's Affirmative Employment Programs

and the liaison

person for all information. The EEO Programs officer is responsible for:

Advising the Board, the Administrative Governor, and the Staff Director for Management with respect to the preparation of plans, goals, objectives, procedures, regulations, reports, and other matters pertaining to the Board's equal opportunity program;

Evaluating from time to time the sufficiency of the Board's program for equal opportunity and reporting to the Board, the Administrative Governor, and the Staff Director for Management, with recommendations as to any improvement or correction needed, and may make recommendations regarding remedial or disciplinary action with respect to managerial or supervisory employees who have failed in their responsibilities;

Recommending changes in programs and procedures designed to eliminate discriminatory practices and improve the Board's program for equal opportunity;

Providing counseling by an EEO Counselor to any aggrieved employee or applicant for employment who believes that he or she

sex, national origin, age, or physical or mental handicap, and for attempting to resolve on an informal basis the matter raised by the employee or applicant before a complaint of discrimination may be filed under the Rules;

Publicising to Board employees and applicants for employment and posting permanently on official bulletin boards the names and addresses of all officials and employees who have responsibility for equal employment opportunity and EEO counseling;

Annually, providing each employee with a copy of a notice summarizing the general purposes of the Rules and specifying where copies of the Rules can be obtained. Posting and providing, upon request, copies of the Rules;

Appointing any investigative officers or complaints examiners as necessary to administer the Rules, and with the concurrence of the Staff Director for management, may authorize appropriate reimbursement to such agencies for the services of investigators from other agencies; and

Providing receipt and investigation of individual and class action complaints.

The EEO officer is only responsible for adjustment of complaints and preparation of the proposed disposition. An employee who is an officer of the Board and who has fulfilled the requirements for a law degree is appointed to this position by the
