Optical fiber would need to be installed between the House Document Room and the
telephone switch room in the basement of House Annex II. Cost is about $3,000.

A link channel unit and a link downstream unit would be needed. Combined cost is
approximately $17,000.

One or more laser printers would have to be procured. (See Attachment A for price, speed, and capacity information for a spectrum of printers.) The high-end model (IBM 3827), which prints 92 pages per minute costs $168,905. (If either the 3825 or the 3827 are selected, air conditioning requirements will need to be factored into the cost, because of the amount of heat these models generate.)

If the H.I.S. mainframe is used to store the data, the cost is $.35 per megabyte per day.
Estimated cost for one year's storage of an entire Congress is $65,000.

Supplies for the printer (including paper, fuser, and toner) cost about $.02 per page.
MicroComp software (procured from GPO) costs about $200.

For the IBM 38xx-series, the one-time cost is approximately $225,000 (including one printer), with recurring costs of $65,000 for DASD storage and associated costs for supplies, printer maintenance, and mainframe processing. Delivery of equipment may require a 90- to 120-day lead time.

Once the data is processed through MicroComp, it would be automatically transferred to a MicroVAX in the House Document Room. When Document Room staff decide to print a document, they would access the MicroVAX through a terminal in the Document Room, type a command, and the data would be transferred to a PostScript printer in the House Document Room.

Implementing the above would require the following:

H.I.S. would need to develop software that would automatically take the data from the
GPO transmission, invoke MicroComp, transfer the resulting data to the MicroVAX and
store the data. Cost (including equipment, installation, and testing) is approximately
$8,000.

A personal computer (I suggest a 486-series PC, running at 33 MHz, with at least 4 megabytes of memory and 700 megabytes of fixed disc storage) would be needed to do the MicroComp processing. Cost is between $15,000 and $20,000.

DocuTech) is not yet PostScript compatible; Xerox estimates the necessary software will
