FY 1988 BUDGET REQUEST-OFFICE OF THE CLERK

Mr. FAZIO. Please continue.

Mr. ANDERSON. The Clerk's fiscal year 1988 personnel budget has been based on the total number of authorized positions, longevity increases, and a summer intern program. The total is $15,217,000. If there are no questions, I would be pleased to insert the table at this point.

Mr. FAZIO. I have one thing I wanted to ask you, and then we can hear from the other witnesses. The HIS system is really an issue that continues to be a concern to us because, of course, we end up paying the bill for the services they render in many other areas of our budget. I believe you are probably as close as we come to oversight over them. I know Mr. Lewis and I are both concerned about the HIS expenditures and how much has been funded directly by us versus some of the other agencies.

If you could comment on who is using HIS services and provide any additional information in this area.

Mr. ANDERSON. Mr. Chairman, we are one of the primary users of HIS services. The Office of the Clerk, however, does not exercise oversight over the department. In fiscal year 1988 we will be using $5,179,000 in the Clerk's Office for services from the House Information Systems. As I understand it, they are an arm of the Committee on House Administration who provide computer and data base services to the various offices of the House, the members and committees' offices, and various public and governmental users.

Mr. FAZIO. Could you give us an idea of the many legislative agencies that are using the services of HIS, the degree to which they are utilized, and the dollars attributed to them? We will be inserting a question to be answered for the record on the HIS workload and the customers that they are servicing.

Mr. ANDERSON. Mr. Chairman, we will be glad to furnish that information.

Many of our departments rely heavily on those services.

Mr. FAZIO. I am looking for the usage of the entire Legislative Branch. To the extent that you can get that information, I would appreciate it.

Any questions of Donn at this point? Because we are behind, and I do want to move on. I know we have some people who are pressed for time.

Mr. TRAXLER. Mr. Chairman?

Mr. FAZIO. Yes.

Mr. TRAXLER. On a trivial point, Donn, Cece would be very pleased if you would replace the scales in the room.

Mr. ANDERSON. Yes, Mr. Traxler. We can probably find some funding for that.

Mr. TRAXLER. I would be grateful for that effort. It would be appreciated by all or most of the Members.

Mr. ALEXANDER. Which committee has oversight of HIS?

Mr. ANDERSON. House Administration Committee on oversight. Mr. FAZIO. We just pay for it, Mr. Alexander. They exercise oversight.

Mrs. BOGGS. I was on the Ad Hoc Task Force on Computers of House Administration when I first came to Congress. It was as a result of the Task Force's efforts that the HIS evolved. I suppose that is why the House Administration Committee continues to have jurisdiction.

Mr. FAZIO. At this point, I will submit question for the record on the House Information Systems.

*Note To HIS management, "a project" is a defined area of work to which both personnel and computer resources are allocated and monitored Projects vary in size and complexity. Each project has at least one customer, most have several. For example, the Electronic Voting System project responds primarily to the Clerk's work requirement but the users include Members and the Leadership.
