RULES OF ORDER.

I. At the opening of any session of the Convention, the President shall take the Chair, and shall continue to preside during the sitting. He shall possess the usual powers of presiding officers in deliberative assemblies, to preserve order and decoand shall decide all questions of order, subject to an appeal to the House. He shall have the right to name any clerical member to perform the duties of the Chair; but such substitution shall not extend beyond an adjournment, unless directed by the House. The person so named shall possess all the powers of the President, but shall not lose the right of voting while so presiding.

II. If the Secretary of the presiding Convention be in attendance, he shall officiate as such until another be chosen. If he be not present, a temporary Secretary may be appointed, on motion, by a viva voce vote.

III. After the Chair being taken by the President, the Secretary shall call over the names of the clergy entitled to seats in the Convention, and shall enter in the journals those who are present. Notice shall then be given to the lay deputies to place their certificates on the table. They shall be examined by the Secretary and a Committee of two members, to be appointed by the President. Any irregular or defective certificate shall be suspended until a quorum shall have appeared. The names of the lay deputies duly appointed shall then be called, and those who are present shall be entered on the journal. The irregular and defective certificates shall then be reported to the Convention, who shall decide on the admission of the deputies named in them.

IV. A constitutional quorum being found to be present, the President shall declare the Convention duly organized.

V. A Secretary shall then be chosen for the Convention. He may appoint an assistant, who shall perform all the duties of the office in the absence of the Secretary.

VI. After the daily morning prayer, the order of business shall be as follows:

1. The reading, correcting, and approving, of the minutes of the preceding day. 2. Calling the names of absent members, and entering on the journal those who

appear.

3. Reports from the various Committees.

4. Motions, Resolutions and Miscellaneous Business.

VII. The Bishop's address shall be in order at any time.

VIII. Every member who shall be present when a question is stated from the Chair, shall vote thereon unless excused by the House.

IX. No motion shall be put or debated, until it is seconded; and when seconded, it shall be stated by the President before debate; and every motion shall be reduced to writing, when required by the President or any member.

X. If the question in debate contain several distinct propositions, any member have the same divided,

XI. When a question is under debate, no motion shall be received unless to postpone it indefinitely; to postpone it to a certain time; to lay it on the table; to commit it, or amend it; and motions for either of these purposes shall have precedence in the order herein named. But a motion to adjourn shall always be in order when no member is speaking, and shall be decided without debate; and if it be negatived, it shall not be renewed until some other business has intervened. XII. A motion to lay on the table shall be decided without debate. XIII. On a question being put by the President, it shall be determined by the sound of the voices for or against it; but any member may require a count of the votes, and tellers for that purpose shall be appointed by the Chair; or any three votes may, previous to a decison by counts require the ayes and noes to be taken, which shall be done by calling the names of the clerical members and the churches represented, and the vote shall be entered on the journal.

XIV. Any five votes may require the ayes and noes, to be taken by orders, and when so taken they shall be entered on the minutes.

XV. No member may speak more than twice on the same question, without leave of the Ilouse.

XVI. A question being decided, shall not be reconsidered during the same session, without the consent of two-thirds of the votes of the Convention, nor without the motion for that purpose being made by one of the majority on the prior decision; nor shall any question be re-considered more than once.

XVII. All special committees shall be appointed by the Chair, unless otherwise specially directed by the House, in which case, they shall be appointed by ballot. XVIII. No standing rule or order shall be suspended, changed, or rescinded, without one day's previous notice of a motion to that effect, unless by the votes of two-thirds of the persons present entitled to vote.

XIX. Before the final adjournment of any session of the Convention, the minutes of the last day's proceedings shall be read, corrected and approved.

JOURNAL.

ST. JOHN'S CHURCH,

West Baton Rouge, April 3d, 1845.

This being the time and place appointed for the meeting of the annual Convention, after morning service by the Rev. N. O. Preston, and a sermon by the Rev. F. L. Hawks, D. D., of Christ Church, N. Orleans, the Bishop and several of the Clergy and lay delegates assembled and proceeded to business.

The Bishop having taken the Chair, a list of the Clergy entitled to seats was called by the Secretary, when the following answered to their names.

Rev. C. Goodrich-Rector of St. Paul's Church, New-Orleans.

Rev. William B. Lacey, D. D.-Rector of the Southern Institute for young ladies.

Rev. D. P. Lewis-Rector of Grace Church, St. Francisville.

Rev. A. H. Lamon-Minister of St. John's Church, West Baton Rouge.

The Rev'ds. Wm. B. Lacey, D. D. and A. H. Lamon were appointed a committee to examine

certificates of the lay delegates and report to the Convention.

The Committee then reported the following persons, as entitled to seats in this Convention, viz:

St. John's Church, West Baton Rouge.-David Deval, M. D., Wm. Jones Lyle, M. D., John L. Lobdell,

St. James' Church, East Baton Rouge.-Alfred Gates, Wm. Markham, G. S. Lacey.

St. John's Church, Thibodeauxville.-Andrew Collins, Richard E. Butler, Joseph N. Tanner, Jas. A. Scudday.

Grace Church, St. Francisville.-Hon. Thomas Butler, Ira Smith, M. D., S. H. Surly, E. B. Collins.

Christ Church, New-Orleans.-John Nicholson, G. B. Duncan, John Minturn, L. Matthews.

The following delegates then answered to their

names:

Wm. Jones Lyle, David Deval, John L. Lobdell, Thomas Butler, Ira Smith, John Nicholson, Wm. Markham, Alfred Gates, G. S. Lacey.

On motion,

Resolved, That the Reverend Clergy of other Dioceses, and those of this Diocese who have not yet obtained canonical residence be admitted as honorary members of this Convention.

Whereupon, the Rev. F. L. Hawks, D. D., of Christ Church, New-Orleans-Rev. N. O. Preston, of the church of the Annunciation, New-OrleansRev. David Kerr, of St. John's Church, Thibo

deauxville, and the Rev. Mr. Wall, of the Diocese of Mississippi; took their seats as honorary members of the Convention.

The Rev. D. S. Lewis and G. S. Lacey, Esq., were appointed by the Chair, a committee to examine the documents of Churches, applying for admission into union with the Convention, who reported in favor of the Church of the Annunciation, NewOrleans.

Whereupon:

Resolved, That the Church of the Annunciation, be admitted into union with this Convention.

The reports of the several committees appointed at the last Convention, then being called for, were read as follows:

REPORT OF THE STANDING COMMITTEE.

The Standing Committee organized by the election of the Rev. Dr. LACEY, President, and the Rev. D. S. Lewis, Secretary. The Canonical papers being presented, the Committee recommended David Kerr to the Bishop of the Diocese for Deacons Order. The above is all the business that has come before the Committee. D. S. REPORT OF THE MISSIONARY COMMITTEE.

The Committee on Diocesan Missions, respectfully report that they have received during the past year $20, from Grace Church, St. Francisville, which, together with the sum in the hands of the Committee amount to $161,75.

On the recommendation of the Convention in 1843, that a special collection be taken up on the first Sunday after Epiphany, two churches only have complied, viz: Christ Church, New- Orleans, and Grace Church, St. Francisville.
