And so the said bill was rejected.

The House again resolved itself into a committee of the whole, on the bill for the relief of Samuel Thompson, and John Daily; and after some time spent therein, Mr. Speaker resumed the chair, and Mr. Smith, of Maryland, reported the same with amendments, which were read and concurred in by the House,

The question was then taken, Shall the said bill be engrossed and read a third time?

And determined in the negative.

And so the said bill was rejected..

The House resolved itself into a committee of the whole, on the bill for the relief of Benjamin Berry; and on the bill for the relief of Mary Sullivan; and after some time spent therein, Mr. Speaker resumed the chair, and Mr. Smith, of Maryland, reported the said bills without amendment.

Ordered, That the bill for the relief of Benjamin Berry, be engrossed and read a third time to-morrow.

The bill for the relief of Mary Sullivan, was then amended at the Clerk's table, and ordered to be engrossed and read a third time

to-morrow.

The House resolved itself into a committee of the whole, on the bill to authorize payment in certain cases on account of Treasury Notes, which have been lost or destroyed; and after some time spent therein, Mr. Speaker resumed the chair, and Mr Pitkin reported the same without amendment.

Ordered, That the said bill be engrossed and read a third time to-morrow.

The House resolved itself into a committee of the whole, on the bill to incorporate the Columbian institute; and after some time spent therein, Mr. Speaker resumed the chair, and Mr. Smith, of Maryland, reported the same without amendment.

The House resolved itself into a committee of the whole, on the bill from the Senate, entitled "An act to incorporate the Mechanic Relief Society of Alexandria;" and after some time spent therein, Mr. Speaker resumed the chair, and Mr. Bassett reported the same without amendment.

Ordered, That the said bill be read a third time to-morrow. The House resolved itself into a committee of the whole, on the bill for the relief of Jonathan Amory, jun. and the representatives of Thomas C. Amory, deceased; and after some time spent therein, Mr. Speaker resumed the chair, and Mr. Wilkin reported the same without amendment.

Ordered, That the said bill be engrossed and read a third time to-morrow.

The House resolved itself into a committee of the whole, on the bill from the Senate, entitled "An act in addition to the act, enti

Thompson;" also, on the bill for the relief of Henry King; and on the bill for the relief of the widow and children of Jacob Graeff, deceased; and after some time spent therein, Mr. Speaker resumed the chair, and Mr. Livermore reported the said bills without amendment.

Ordered, That the bill from the Senate, in addition to the act for the relief of John Thompson, be read a third time to-morrow; that the bill for the relief of Henry King, lie on the table; and that the bill for the relief of the widow and children of Jacob Graeff, deceased, be engrossed and read a third to-morrow.

The House resolved itself into a committee of the whole, on the bill for the relief of Josiah Bullock; and on the bill for the relief of James Mackey; and after some time spent therein, Mr. Speaker resumed the chair, and Mr. Pitkin reported the first mentioned bill with an amendment, and asked leave for the committee to sit again on the last mentioned bill.

The question was taken, Shall the committee of the whole have leave to sit again on the said bill?

And determined in the negative.

Ordered, That the said bill lie on the table.

The amendment to the bill for the relief of Josiah Bullock, was read and concurred in, and the bill ordered to be engrossed and read a third time to-morrow.

And then the House adjourned.

FRIDAY, April 10, 1818.

Ordered, That the petition of Benjamin Wells, be referred to a select committee; and,

Mr. Baldwin, Mr. Marchand, Mr. Claggett, Mr. Rogers, and Mr. Sampson, were appointed the said committee.

Mr. Strother, presented a petition of Jacob Hittles, praying for the remission of the duties imposed on his distillery, as he was unable to use the same in consequence of having his workmen taken into the militia service of the United States, in the late war with Great Britain.

Ordered, That the said petition be referred to the committee of Ways and Means.

Mr. Smith, of North Carolina, presented a petition of sundry inhabitants of the counties of Wake and Orange, praying for the establishment of a port route.

Ordered, That the said petition be referred to the committee of the whole, to which is committed the bill to alter and establish certain port roads.

Mr. Robertson, of Louisiana, from the committee on the Public Lands, reported a bill for the relief of Jonathan D. Essary and John

Seybold; which was read the first and second time and committed to the committee of the whole, to which is committed the bili supplemental to the several acts for the adjustment of land claims, in the state of Louisiana and territory of Missouri.

Mr. Robertson, of Louisiana, from the same committee, to which was referred bills from the Senate of the following titles, to wit: "An act for the relief of Michael Jones," and "An act authorizing the disposal of certain lots of the public ground in the city of New Orleans and town of Mobile," reported the said bills without amend ment.

Ordered, That the first mentioned bill be committed to the committee of the whole, to which is committed the bill supplemental to the several acts for the adjustment of land claims in the state of Louisiana and territory of Missouri; and that the last mentioned bill be committed to the committee of the whole, to which is committed the bill explanatory of the act authorizing the sale of certain grounds belonging to the United States, in the city of Washington.

Mr. Hugh Nelson, from the committee on the Judiciary, reported a bill to authorize the appointment of an additional judge for the district of Georgia; which was read the first and second time. And on the question, Shall the said bill be engrossed and read a third time?

It was determined in the negative.

And so the said bill was rejected.

Mr. Nelson, from the same committee made a report on the petition of Abraham Ten Brook, which was read and the resolution therein coutained was concurred in by the House as follows, to wit: Resolved, That it is inexpedient to grant the prayer of the pe

tition.

Ordered, That the committee on Pensions and Revolutionary Claims, be discharged from the further consideration of the respective petitions of Francis Henderson, Benjamin Simmons, John Heddinger, Asa Lyon, Alexander Murray, Sylvanus Townsend, Samuel Black, William Dobbins and Sarah Whiteside, Thomas Cummins, Joseph Stiles, and William Wallace, John Dent, and the heirs of George Nebinger, deceased, and that leave be given to withdraw the said petitions.

Mr. Ingham, from the committee on the Post Offices and Post Roads, who were instructed to inquire into the expediency of permitting the governors of states and territories to receive and transmit through the post office, all official communications free of postage, made a report thereon; which was read and the resolution therein contained was concurred in by the House as follows, to wit:

Resolved, That it is inexpedient to extend the privilege of franking to the chief magistrates of states and territories.

Mr. Ingham, reported a bill to extend the privilege of franking to the Secretary of the Senate and Clerk of the House of Represen

tatives; which was read the first and second time and committeed to a committee of the whole, to-morrow.

Ordered, That the committee on the Post Office and Post Roads, be discharged from the further consideration of the petition of Erastus Granger, and that it be referred to the committee of Claims,

On motion of Mr. Desha,

Ordered, That all the accounts and papers in the possession of the Clerk of this House, in relation to the accounts of James Thomas, a quarter master general in the army during the late war, be referred to the attorney general of the United States.

Mr. Wilson, of Pennsylvania, from the joint committee for Enrolled bills, reported, that the committee had examined enrolledbills of the following titles, to wit:

An act to authorize the payment of certain certificates.

An act for the relief of general Moses Porter; and,

An act regulating the staff of the army; and had found the same to be truly enrolled: when,

The Speaker signed the said bills.

Ordered, That the Clerk acquaint the Senate therewith.

Mr. Spencer, from the committee on the Judiciary, reported the following resolution:

Resolved, That a committee be appointed to inquire into the official conduct of William P. Van Ness, as judge of the southern district of New York, with power to send for persons and papers; that the said committee shall continue during the present Congress, and may report at the present or ensuing session, by resolution or otherwise.

The said résolution was read and amended by inserting after the words New York, the following: "William Stephens, judge of the district of Georgia, and Mathias B. Talliage, district judge of the northern district of New York."

And on the question to agree to the resolution as amended.
It passed in the affirmative; and,

Mr. Spencer, Mr. Hopkinson, Mr. Livermore, Mr. Williams, of Connecticut, and Mr. Bloomfield, were appointed the said committee.

A motion was made by Mr. Pindall, that the House do now proceed to consider the amendments proposed by the Senate, to the bill, entitled "An act to provide for delivering up persons held to labor or service in any of the states or territories, who shall escape into any other state or territory:"

And the question being taken thereon.
