A motion was then made by Mr. Harrison, to amend the said 3d section, by inserting after the words five years, where they first occur, these words: to commence on the 1st day of March, 1817; and to strike out the words, from the death of the husband aforesaid, And on the question so to amend;

Mr. Hale presented a petition of sundry inhabitants of the town of Rindge, in the state of New Hampshire, praying for the establishment of a post route.

Mr. Livermore presented a petition of Joseph Richardson, praying for arrearages of pension.

Ordered, That the said petition be referred to the committee on Pensions and Revolutionary Claims.

Mr. Sergeant presented a petition of Martin Dubs, praying compensation for a quantity of provisions furnished by him to the army of the United States, in the fourth military district, in the year 1814.

The Speaker presented a petition of William Esenbeck, messenger in the Treasury Department, praying compensation for his private property destroyed at the conflagration of the Treasury building, on the 24th August, 1814.

Ordered, That the said petitions be referred to the committee of Claims.

On motion of Mr. Fuller,

Ordered, That the petition of Adam Kinsley and Thomas French, presented on the 12th December, 1616, and the petition of Charles S. Leonard, presented on the 11th January, 1817, be also referred to the committee of Claims.

Mr. Holmes, of Massachusetts, presented a petition of Thomas Lewis, surviving partner of the commercial house of Thomas Lewis & Son, of Boston, praying to the same effect with the petition of sundry merchants and underwriters of Philadelphia, presented on the 7th ultimo.

Mr. Hunter presented a petition of Eliakim Spooner, praying for the remission of certain duties imposed on his distillery, in consequence of his utter inability to discharge the same.

Mr. Ogle presented a petition of Benjamin Wells and John' Webster, collectors of internal duties, in the state of Pennsylvania, in the year 1791, praying to be allowed their proportion of the fines and penalties incurred by certain persons in their districts, for violations of the acts imposing the said duties.

Mr. Ogle also presented another petition of Benjamin Wells, a collector of internal duties in the year 1795, praying to be allowed, in the settlement of his accounts, the sum of 595 dollars, transmitted by mail to the supervisor of the state of Pennsylvania, under orders from said supervisor, and which never came to hand, as also some compensation for his attendance as a witness, on behalf of the United States, at several courts held in the city of Philadelphia, and for a reimbursement of costs and expenses which he incurred in defending a suit, brought by the United States against him for moneys, which, in the issue of the case, it appeared, he did not owe; that he may be also allowed for moneys paid to the inspector and not credited to him, as well as for various extra expenses incurred in the discharge of his duty, and under orders from his superior officers; and finally, that he may be allowed interest on whatever sum may be found due to him.

Ordered, That the said petitions be referred to the committee of Ways and Means.

Mr. Wilkin presented a petition of Sarah H. Smith, widow of Francis N. Smith, deceased, who died in prison in Quebec, while an enlisted soldier in the army of the United States, praying for

such compensation and emoluments, as have been granted to widows and orphans of soldiers, who have died in the service of the United States.

Ordered, That the said petition be referred to the committee on Military Affairs.

Mr. Sergeant presented a petition of sundry manufacturers of suspenders, in the city of Philadelphia, praying that additional duties may be imposed on suspenders, imported into the United States. Ordered, That the said petition be referred to the committee of Commerce and Manufactures.

On motion of Mr. Floyd,

Ordered, That the petition of Francis Preston, presented on the 12th December, 1808, be referred to the committee on the Public Lands.

Mr. Robertson, of Louisiana, presented a petition of Garrique Flaujac, praying that his title to a tract of land in the state of Louisiana, may be confirmed.

Mr. Scott presented a petition of James Morrison, and a petition of Augustus Chouteau, respectively praying that their titles to lands, in the territory of Missouri, may be confirmed.

Ordered, That the said petitions be referred to the committee on Private Land Claims.

Ordered, That Thomas Marsh and Asa Buckley have leave to withdraw their petitions.

Mr. Rhea, from the committee on Pensions and Revolutionary Claims, made a report on the petition of William Dent Beall, which was read, and the resolution therein contained, was concurred in by the House, as follows:
