For fiscal year 1997, the Architect of the Capitol is recommending a 5% base FTE staff reduction. The result of this action is that over five fiscal years, the total FTE reduction will amount to more than 15%. Fiscal year 1997 funding for the FTE reductions has been reduced from the request, thus resulting in a reduced request for personal services. These amounts will be detailed in each appropriation justification.

Pursuant to Section 307 of Public Law 103-69, the Legislative Branch Appropriations Act, 1994, Full Time Equivalent Employment (FTE) was mandated to be reduced by 4% by the end of fiscal year 1995. The reductions were to be derived from baseline FTE estimates recorded at the end of fiscal year 1992. The FTE estimates were aggregated by "Entity" for all Legislative Branch appropriations. In the case of the Office of the Architect of the Capitol, these include House, Senate, and Joint items, and the Botanic Garden. The Architect of the Capitol FTE baseline totaled 2,407 at the end of fiscal year 1992. Therefore, the target limitation for the end of fiscal year 1995 totaled 2,311. In accordance with Sec. 307, the Architect forwarded a summary of the reductions to the General Accounting Office by the first of December 1994 and 1995.

In fiscal year 1996, additional FTE reductions were made. A total of 111 FTE were eliminated because of base reductions, and an additional 49 FTE were transferred to other entities. The total FTE limitation for fiscal year 1996 was thus 2,151. As noted above, the Architect of the Capitol is requesting a further FTE reduction of 5%, amounting to 108 FTE staff. The reduced FTE level for fiscal year 1997 will be 2,043. This is 364 FTE, or 15.1% less, than the fiscal year 1992 baseline of 2,407.
