THE joint select committee, to whom was referred so much of the governor's message as relates to a recent amendment of the constitution, providing for the meeting of the legislature in the summer, have had that subject under consideration and ask leave to REPORT

the accompanying resolves which are hereto annexed.

STATE OF MAINE.

RESOLVES providing for an amendment to the constitution, in relation to the meeting of the legislature.

Resolved, Two-thirds of both branches of the legis2 lature concurring, that the constitution of this state 3 shall be amended in the fifth section of the first part of 4 the fourth article, by striking out the words "the 5 second Wednesday of May," and inserting instead 6 thereof, the words "the first Wednesday of January ;” 7 and in article fourth, part second, sections third, fourth, 8 and fifth article fourth, part third, section first; 9 article fifth, part first, sections second and third; arti10 cle fifth, part second, section second; and article 11 ninth, section fourth, by striking out in each of said 12 sections the words "the second Wednesday of May,” 13 and inserting instead thereof, the words "the first 14 Wednesday of January;" and the provisions of the 15 constitution shall be so amended that the period of 16 service of the governor, senators, representatives,

17 councilors, secretary of state, and treasurer next to be 18 elected, shall commence on the first Wednesday of 19 January, in the year of our Lord one thousand eight 20 hundred and fifty-one, and continue until the first 21 Wednesday of January, in the year of our Lord one 22 thousand eight hundred and fifty-two; and the period 23 of the service of the present governor, senators, 24 representatives, councilors, secretary of state, and 25 treasurer, shall continue until the first Wednesday of 26 January, in the year of our Lord one thousand eight 27 hundred and fifty-one; and the next election of state 28 officers, after September, in the year of our Lord one 29 thousand eight hundred and forty-nine, shall be on the 30 second Monday of September, in the year of our 31 Lord one thousand eight hundred and fifty-one.

Resolved, That the aldermen of the several cities, 2 the selectmen of the several towns, and the assessors 3 of the several plantations in this state, are hereby 4 empowered and directed to notify the inhabitants of 5 their respective cities, towns and plantations, in the 6 manner prescribed by law, at the annual meeting in 7 September next, to give in their votes upon the 8 amendment proposed in the foregoing resolve; and 9 the question shall be, "Shall the constitution be
