WITH due attention to a prevalent with for an earlier publication of these annual collections than has hitherto been cuftomary, our arrangements have enabled us to fubmit this EIGHTH VOLUME to the Public at the commencement of the year; a practice which we fhall continue to obferve in future.

We again invite communications, fuited to the plan of thefe volumes, either original, or felected from Provincial Papers that may escape our notice.

A few articles, not of a temporary nature, that were fent for this volume, have been deferred till the next, for want of room.

In turning over various files of Newfpapers, &c. for the purpose of our Collection, it will, no doubt, fometimes happen, that we may transcribe an article from a publication, and of courfe quote fuch publication as our authority, though the article, in fact, may not have originated there, but been copied from fome contemporary
