Mr. Geyer, from the Committee on Pensions, to whom was referred the bill (H. R. 184) for the relief of B. B. Bennett, reported it without amendment, and submitted an adverse report on the subject.

Mr. Geyer, from the Committee on Pensions, to whom was referred the memorial of Mary W. Thompson, reported a bill (S. 477) to continue half pay to certain widows and orphans; which was read, and passed to the second reading.

Mr. Bradbury, from the Committee on the Judiciary, to whom was referred a resolution of the legislature of the State of California, asking a change in the time of meeting of the electors of president and vice-president in that State, submitted a report (No. 290;) which was ordered to be printed.

Agreeably to notice, Mr. Clemens asked and obtained leave to bring in a resolution (S. R. 45) in relation to the public printing; which was read the first and second times by unanimous consent, and referred to the Committee on Printing.

Mr. Dodge, of Iowa, agreeably to notice, asked and obtained leave to bring in a resolution (S. R. 46) for the purchase of the half-breed tract on Lake Pepin, in Minnesota Territory; which was read the first and second times by unanimous consent, and referred to the Committee on Indian Affairs.

On motion by Mr. Bradbury,

Ordered, That the Committee on the Judiciary be discharged from the further consideration of the petition of Chandler C. Yonge, and that the petitioner have leave to withdraw his petition and papers.

Mr. Brooke reported from the committee, that they had examined and found duly enrolled the following acts:

H. R. 48. An act in relation to a certain lot of land in the town of Gnadenhutten, in the State of Ohio;

H. R. 238. An act to release from reservation and restore to the mass of public lands, certain lands in the State of Arkansas;

H. R. 239. An act to supply a deficiency in the State of Indiana, in a township of land granted to said State for the use of a State university, by an act of Congress, approved 19th April, 1816;

H. R. 270. An act to enable the legislature of Indiana to dispose of the unsold saline lands in said State.

Mr. Jones, of Iowa, reported from the committee, that they had presented to the President of the United States, the 2d instant, the following acts: S. 6. An act to establish a branch of the mint of the United States in California;

S. 451. An act to amend an act entitled "An act to carry into effect the convention between the United States and the Emperor of Brazil of the 27th day of January, in the year 1849," approved March 29, 1850; H. R. 21. An act to amend an act entitled "An act for the punishment of crimes in the District of Columbia;"

H. R. 95. An act for the relief of the heirs of John Jackson; H. R. 20. Joint resolution accepting from Giuseppe Fagnani a portrait of Henry Clay, and ordering it to be placed in the library of Congress. The engrossed bill (S. 274) for the relief of L. M. Goldsborough, G. J. Van Brunt and S. F. Blunt, was read a third time, and the title was amended.

Resolved, That this bill pass, and that the title thereof be "An act for the relief of L. M. Goldsborough and others."

Ordered, That the Secretary request the concurrence of the House of Representatives therein.

The engrossed bill (S. 431) for the relief of Richard Fitzpatrick, was read a third time.

Resolved, That this bill pass, and that the title thereof be as aforesaid. Ordered, That the Secretary request the concurrence of the House of Representatives therein.

The Senate proceeded to consider, as in Committee of the Whole, the bill (S. 352) to establish the subdivisional lines and corners of certain fractional sections in the southern surveying district of the State of Alabama ; and no amendment being made, it was reported to the Senate.

Ordered, That this bill be engrossed, and read a third time.

A message from the House of Representatives, by Mr. Hayes, chief clerk:

Mr. President: The House of Representatives have passed the resolution from the Senate (S. R. 9) to establish certain post routes, with an amendment, in which they request the concurrence of the Senate.

The bill (S. 223) to amend an act entitled "An act to provide for the better security of the lives of passengers on board of vessels propelled in whole or in part by steam," was read the second time, and considered as in Committee of the Whole; and having been amended, it was reported to the Senate.

On motion by Mr. Davis,

Ordered, That the further consideration thereof be postponed until tomorrow, and that the same be printed as amended.

Mr. Felch presented the memorial of Allen F. Welch, praying a pension on account of a disability incurred while in the military service of the United States during the late war with Mexico; which was referred to the Committee on Pensions.

Mr. Chase presented a petition of citizens of Sarahsville, Ohio, praying that the bill now before Congress, known as the homestead bill, may become a law; which was referred to the Committee on Public Lands.

Mr. Brodhead presented a memorial of C. B. McKnight and others,

praying a modification of the late bounty land law; which was referred to the Committee on Public Lands.

Mr. Mallory presented the petition of George P. Welsh and Clark H. Wells, passed midshipmen in the navy, praying to be allowed additional compensation during the time they performed the duties of a higher grade; which was referred to the Committee on Naval Affairs.

Mr. Chase presented a petition of citizens of Ohio, praying that the unsold lands in the Wyandott purchase may be offered for sale at Upper Sandusky, in that State; which was referred to the Committee on Public

Lands.

Mr. Douglas, from the Committee on Territories, to whom were referred the following bills:

H. R. 254. An act to run and establish the boundary between the State of Texas and the Territories of the United States;

H. R. 255. An act making further appropriations for the construction of roads in the Territory of Minnesota;

H. R. 257. An act to amend an act entitled "An act to settle and adjust the expenses of the people of Oregon in defending themselves from attacks and hostilities of Cayuse Indians in the years 1847 and 1848," approved February 14, 1851;

reported the same severally without amendment.

R. 291) to amend an act entitled "An act for the discontinuance of the office of surveyor general in the several districts, so soon as the surveys therein can be completed; for abolishing land offices under certain circumstances, and for other purposes," reported it with amendments.

Mr. Hunter, from the Committee on Finance, to whom were referred the memorials of George Foster and others, and Charles Belcher and Company, submitted a report; which was ordered to be printed.

Mr. Dodge, of Iowa, from the Committee on Public Lands, to whom was referred the bill (S. 316) for the benefit of the town of Belleview, in Iowa, reported it with an amendment.

Mr. Dodge, of Iowa, from the Committee on Public Lands, reported a bill (S. 478) to create three additional land districts in the State of Iowa; which was read the first and second times by unanimous consent, and considered as in Committee of the Whole; and, no amendment being made, it was reported to the Senate.

Ordered, That it be engrossed, and read a third time.

The said bill (S. 478) was read a third time by unanimous consent. Resolved, That this bill pass, and that the title thereof be as aforesaid. Ordered, That the Secretary request the concurrence of the House of Representatives therein.

The Senate proceeded to consider, as in Committee of the Whole, the bill (S. 363) appropriating land scrip in full and final satisfaction of Virginia military bounty land warrants; and the reported amendment having been amended on the motion of Mr. Chase, was agreed to, the bill was reported to the Senate, and the amendment was concurred in.

Ordered, That this bill be engrossed, and read a third time.

next.

The Senate proceeded to consider, as in Committee of the Whole, the bill (H. R. 60) for the relief of Amos Knapp; and, no amendment being made, it was reported to the Senate.

The said bill was read a third time.

Ordered, That the Secretary notify the House of Representatives accordingly.

The Senate proceeded to consider, as in Committee of the Whole, the bill H. R. 226) to amend an act entitled "An act providing for the sale of certain lands in the States of Ohio and Michigan, ceded by the Wyandot tribe of Indians, and for other purposes," approved March 3, 1843; and, no amendment being made, it was reported to the Senate.

Ordered, That it pass to a third reading.

The said bill was read a third time.

Resolved, That it pass.

Ordered, That the Secretary notify the House of Representatives accordingly.

The Senate proceeded to consider, as in Committee of the Whole, the following bills:

S. 135. Bill to amend an act entitled "An act to incorporate the Washington Gas Light Company," approved July 8, 1848;

S. 242. Bill to regulate the terms of the district court of the United States for the district of Iowa;

S. 404. Bill granting to the State of Arkansas the right of way and a portion of the public land to aid in the construction of a railroad from Gaines's landing to Fulton, in said State; and no amendment being made, they were reported to the Senate.

Ordered, That they be engrossed, and read a third time.

The following bills were severally read the second time and considered as in Committee of the Whole:

S. 230. Bill for the relief of the heirs and legal representatives of the late Robert Sewall;

S. 436. Bill to provide for the promotion of certain officers in the engineer, topographical engineer, and ordnance corps; and having been severally amended, they were reported to the Senate, and the amendments were concurred in.

Ordered, That the said bills be engrossed, and read a third time.

The bill (S. 445) for the relief of John Duff, was read the second time, and considered as in Committee of the Whole; and no amendment being made, it was reported to the Senate.

Mr. President: The House of Representatives agree to the amendment of the Senate to the bill (H. R. 44) making appropriations for the payment of invalid and other pensions for the year ending June 30, 1853.
