In the estimates submitted last year, an increase in the contingent fund was asked for that year mainly for the purchase of law-books for the bureau, for neces sary office-furniture, and also to enable the bureau to furnish the judge-advocates of the Army stationed at the headquarters of military departments with law-books greatly needed by them in the discharge of their official duties. The sum proposed, a very moderate one in view of the objects intended, was, however, not allowed, and the contingent fund heretofore appropriated for the bureau ($500) was reduced to $250-a sum totally inadequate to meet its ordinary contingent expenses. It is June 19, 1878 believed that the appropriation desired will be most beneficial to the public service, and the same is accordingly recommended for the fiscal year ending June 30, 1880. |
