The committee met, pursuant to call, at 10:35 a.m., in room 212, Old Senate Office Building.

Present: Senators Stennis (presiding), Jackson, Cannon, Young of Ohio, Inouye, Byrd, Jr., of Virginia, and Thurmond.

Also present: William H. Darden, chief of staff; Charles B. Kirbow, chief clerk; T. Edward Braswell, Jr., and Gordon T. Nease, professional staff.

Senator STENNIS. Gentlemen, the committee will come to order. Senator Russell is involved in some other matters of equal importance and has asked me to preside today.

Members of the committee, we have before us today the nomination of Mr. Thomas H. Nielsen, of California, to be Assistant Secretary of the Air Force, vice Mr. Leonard Marks, Jr. This nomination has been pending before the committee for the required 7 days. Mr. Nielsen is appearing before the committee this morning in accordance with our practice.

Mr. Nielsen, if you will come and sit at the end of the table, please, the committee is glad to have you before us.

We congratulate you on this appointment. If you will at the proper time, give us an oral summary of your background and experience, the committee members then will have an opportunity to ask you questions.

STATEMENT OF HON. LEONARD MARKS, JR., ASSISTANT SECRETARY OF THE AIR FORCE

Mr. MARKS. Thank you, sir. I would like to introduce to you and to the members of your committee Mr. Thomas Nielsen from California. I think you will find on examination of his qualifications that he is well fitted for this position and that he will perform in the true traditions of the Air Force.

It has been a great pleasure to serve. The relations of the Department with which I have been affiliated for the past several years with this committee have been good. I want to express my appreciation for the fine relations.

I wish to introduce at this time Mr. Nielsen.

Senator STENNIS. Mr. Marks, we are glad to have you here and appreciate what you said about Mr. Nielsen. We also want to thank you for your fine services to the Nation and to the Department of Defense, where you have filled an important position for some time. We have never regretted confirming you or recommending you to the Senate.
