The salaries of pages are based on their employment for 7 months from July 1 to 31, 1947, inclusive, and from Jan. 1 to June 30, 1948, inclusive, at the basic salary rate of $1,800 per annum each. (Gross rate, $2,633.40 per annum or $219.45 per month.)

NOTE. Whenever a basic salary is shown plus another basic amount, it indicates that the added amount is payable only so long as the position is held by the present incumbent.

Mr. JOHNSON. Proceed, Mr. Andrews.

SALARIES, MILEAGE, AND EXPENSES OF MEMBERS

Mr. ANDREWS. First we will take up the estimates covering "Salaries, mileage, and expenses of Members."

For compensation of Members of the House of Representatives, Delegates from Territories, and the Resident Commissioner from Puerto Rico, $5,482,500, which is based on a salary of $12,500 per annum each and $7,500 additional per annum for the salary of the Speaker.

For mileage and expense allowance, authorized by law, of Members of the House of Representatives, Delegates from Territories, and the Resident Commissioner from Puerto Rico, $1,266,000

Mr. JOHNSON. How does that compare with last year's mileage? Mr. SHANKS. It has been the same amount for about the last 10 years. The mileage is based on $171,000.

Mr. ANDREWS. It is based on an expense allowance of $2,500 each and $171,000 additional for mileage. Total salaries, "Mileage and expenses, Members and Delegates, House of Representatives," fiscal year 1948, $6,748,500.

SALARIES OF OFFICERS AND EMPLOYEES OF THE HOUSE

We will now take up the estimates covering the "Salaries of officers and employees of the House." However for the information and guidance of the committee we would like, at this point, to insert in the

ecord a copy of each House resolution, as well as certain sections of he Legislative Reorganization Act of 1946, affecting positions and alaries of House employees, and so forth, which have been passed by the House since May 21, 1946, all of which were passed too late o be incorporated in the Legislative Appropriation Act of 1947. We re placing these resolutions in the record for the reason that the new positions created or changes in salary rates of certain positions, have >een taken into consideration and included in the revised estimates or the fiscal year 1948, which we will now take up by paragraphs. (The material referred to is as follows:)

IN THE HOUSE OF REPRESENTATIVES, U. S.,

May 21, 1946. Resolved, That effective July 1, 1946, there shall be paid out of the contingent und of the House until otherwise provided by law, compensation for the employnent of eight additional telephone operators at the basic rate of $1,800 per annum ach.

Resolved, That effective July 1, 1946, the Clerk of the House be, and he is hereby, authorized and directed to pay, out of the contingent fund of the House, mtil otherwise provided by law, additional compensation per annum, payable nonthly, to certain employees of the House as follows:

OFFICE OF THE SERGEANT AT ARMS

Two bookkeepers the sum of $120 each; stenographer the sum of $150. Capitol police force under the Sergeant at Arms: To the three lieutenants the sum of $200 each; one special officer the sum of $200; five sergeants the sum of $200 each; sixty-four privates the sum of $200 each.

OFFICE OF THE POSTMASTER

To the assistant postmaster the sum of $200; two registry and money order clerks the sum of $200 each; forty messengers (including one to superintend transportation of mails) the sum of $200 each.

OFFICE OF THE CLERK

To the enrolling clerk the sum of $200; assistant enrolling clerk the sum of 400 additional as assistant to the Clerk of the House, in addition to that which he is now receiving, so long as the position is held by the present incumbent; chief bill clerk the sum of $260: locksmith and typewriter repairer the sum of $240; messenger and clock repairer the sum of $160; first laborer, now receiving 1,440 per annum, the sum of $160.

OFFICE OF THE DOORKEEPER

To the special employee the sum of $300; superintendent of the House Press Gallery the sum of $160; first assistant to the superintendent of the House Press Gallery the sum of $200; second assistant to the superintendent of the House Press Gallery the sum of $180; superintendent of the House Radio Press Gallery the sum of $700; messenger of the House Radio Press Gallery the sum of $340; chief janitor $200, so long as the position is held by the present incumbent to be in addition to that now provided by law during the present incumbency; thirty messengers, including fourteen on soldiers' roll, the sum of $160 each; superin-tendent of the folding room $200 so long as the position is held by the present incumbent to be in addition to that now provided by law during the present incumbency; foreman of the folding room the sum of $160; two chief pages the sum of $420 each; two telephone pages the sum of $120 each; two floor managers of telephones (one for the minority) the sum of $220 each, so long as the respective positions are held by the respective present incumbents to be in addition to that

now provided by law during the present incumbencies; two assistant floor managers in charge of telephones (one for the minority) the sum of $400 each; assistant superintendent of the document room the sum of $440; clerk of the document room the sum of $280.

SPECIAL AND MINORITY EMPLOYEES

To the one minority employee whose compensation is now prescribed by law at $3,450 the sum of $300 and $50 additional so long as the position is held by the present incumbent to be in addition to that now provided by law during the present incumbency; the two minority employees whose compensation is now prescribed by law at $3,500 each, the sum of $300 each; the one minority employee whose compensation is now prescribed by law at $3,900 the sum of $200.

SEC. 2. That effective July 1, 1946, there shall be paid out of the contingent fund of the House, until otherwise provided by law, compensation at the rate of $1,260 per annum each for the employment of three additional laborers in the Office of the Doorkeeper.

SEC. 3. That effective July 1, 1946, there shall be paid out of the contingent fund of the House, until otherwise provided by law, an additional sum not to exceed $5,000 during a fiscal year for the employment of professional and other necessary help in the disbursing office in accordance with the provisions of H. Res. 585, adopted December 16, 1942.

SEC. 4. That effective July 1, 1946, there shall be paid out of the contingent fund of the House, until otherwise provided by law, compensation at the rate of $2,400 per annum for the employment of an assistant superintendent of the House Radio Press Gallery.

Resolved, That pursuant to the Legislative Pay Act of 1929, as amended, five of the minority employees authorized therein shall be the following named persons, effective January 4, 1947, until otherwise ordered by the House, to wit: Ralph R Roberts to receive compensation at the rate of $5,000 per annum; Dominic T. Jorio (minority pair clerk) to receive compensation at the rate of $3,800 per annum; Finis E. Scott, Landon Mitchell, and W. Moseley Miller to receive compensation at the rate of $3,300 per annum, respectively.
