ication, tells the Pope, that the only difference between our two churches in their opinions of the certainty of their doctrine, is, the Romish Church is infallible, and the Church of England is never in the wrong. But, though many private persons think almost as highly of their own infallibility as of that of their sect, few express it so naturally as a certain French lady, who, in a little dispute with her sister, said, “But I meet with nobody but myself that is always in the right.” “ Je ne trouve que moi qui aie toujours raison."

In these sentiments, Sir, I agree to this Constitution, with all its faults, — if they are such ; because I think a general government necessary for us, and there is no form of government but what may be a blessing to the people, if well administered; and I believe, further, that this is likely to be well administered for a course of years, and can only end in despotism, as other forms have done before it, when the people shall become so corrupted as to need despotic government, being incapable of any other. I doubt, too, whether any other convention we can obtain, may be able to make a better constitution ; for, when you assemble a number of men, to have the advantage of their joint wisdom, you inevitably assemble with those men all their prejudices, their passions, their errors of opinion, their local interests, and their selfish views. From such an assembly can a perfect production be expected ? It therefore astonishes me, Sir, to find this system approaching so near to perfection as it does; and I think it will astonish our enemies, who are waiting with confidence to hear, that our counsels are confounded like those of the builders of Babel, and that our States are on the point of separation, only to meet hereafter for the purpose of cutting one another's throats. Thus I consent, Sir, to this Constitution, because I expect no better, and because I am not sure that it is not the best. The opinions I have had of its errors I sacrifice to the public good. I have never whispered a syllable of them abroad. Within these walls they were born, and here they shall die. If every one of us, in returning to our constituents, were to report the objections he has had to it, and endeavour to gain partisans in support of them, we might prevent its being generally received, and thereby lose all the salutary effects and great advantages resulting naturally in our favor among foreign nations, as well as among ourselves, from our real or apparent unanimity. Much of the strength and efficiency of any government, in procuring and securing happiness to the people, depends on opinion, on the general opinion of the goodness of that government, as well as of the wisdom and integrity of its gover

I hope, therefore, for our own sakes, as a part of the people, and for the sake of our posterity, that we shall act heartily and unanimously in recommending this Constitution, wherever our influence may extend, and turn our future thoughts and endeavours to the means of having it well administered.

On the whole, Sir, I cannot help expressing a wish, that every member of the convention who may still have objections to it, would with me on this occasion doubt a little of his own infallibility, and, to make manifest our unanimity, put his name to this instrument.

A COMPARISON

OF THE

CONDUCT OF THE ANCIENT JEWS AND OF THE ANTI. FEDERALISTS IN THE UNITED STATES OF AMERICA.

A ZEALOUS advocate for the proposed Federal Constitution, in a certain public assembly, said, that "the repugnance of a great part of mankind to good government was such, that he believed, that, if an angel from Heaven was to bring down a constitution formed there for our use, it would nevertheless meet with violent

opposition.” He was reproved for the supposed extravagance of the sentiment; and he did not justify it. Probably it might not have immediately occurred to him, that the experiment had been tried, and that the event was recorded in the most faithful of all histories, the Holy Bible; otherwise he might, as it seems to me, have supported his opinion by that unexceptionable authority.

The Supreme Being had been pleased to nourish up a single family, by continued acts of his attentive providence, till it became a great people; and, having rescued them from bondage by many miracles, performed by his servant Moses, he personally delivered to that chosen servant, in presence of the whole nation, a constitution and code of laws for their observance; accompanied and sanctioned with promises of great rewards, and threats of severe punishments, as the consequence of their obedience or disobedience.

This constitution, though the Deity himself was to be at its head (and it is therefore called by political writers a Theocracy), could not be carried into execution but by the means of his ministers; Aaron and his sons were therefore commissioned to be, with Moses, the first established ministry of the new government.

One would have thought, that the appointment of men, who had distinguished themselves in procuring the liberty of their nation, and had hazarded their lives in openly opposing the will of a powerful monarch, who would have retained that nation in slavery, might have been an appointment acceptable to a grateful people ; and that a constitution framed for them by the Deity himself might, on that account, have been secure of a universal welcome reception. Yet there were in every one of the thirteen tribes some discontented, restless spirits, who were continually exciting them to reject the proposed new government, and this from various motives.

Many still retained an affection for Egypt, the land of their nativity; and these, whenever they felt any

inconvenience or hardship, though the natural and unavoidable effect of their change of their situation, exclaimed against their leaders as the authors of their trouble; and were not only for returning into Egypt, but for stoning their deliverers.* Those inclined to idolatry were displeased that their golden calf was destroyed. Many of the chiefs thought the new constitution might be injurious to their particular interests, that the profitable places would be engrossed by the families and friends of Moses and Aaron, and others equally well-born excluded.t In Josephus and the Talmud, we learn some particulars, not so fully narrated

We are there told, “That Corah was ambitious of the priesthood, and offended that it was conferred on Aaron; and this, as he said, by the authority of Moses only, without the consent of the people. He accused Moses of having, by various artifices, fraudulently obtained the government, and deprived the people of their liberties; and of conspiring with Aaron to perpetuate the tyranny in their family. Thus, though Corah's real motive was the supplanting of Aaron, he persuaded the people that he meant only the public good; and they, moved by his insinuations, began to cry out, “Let us maintain the common liberty of our respective tribes; we have freed ourselves from the slavery imposed upon us by the Egyptians, and shall we suffer ourselves to be made slaves by Moses? If we must have a master, it were better to return to Pharaoh, who at least fed us with bread and onions, than to serve this new tyrant, who by his operations has brought us into danger of famine.' Then they called in question the reality of his conference with God; and objected to the privacy of their meetings, and the preventing any of the people from being present at the colloquies, or even approaching the place, as grounds of great suspicion. They accused Moses also of peculation ; as embezzling part of the golden spoons and the silver chargers, that the princes had offered at the dedication of the altar,* and the offerings of gold by the common people, as well as most of the polltax; # and Aaron they accused of pocketing much of the gold of which he pretended to have made a molten calf. Besides peculation, they charged Moses with ambition ; to gratify which passion he had, they said,
