The Senate resumed the consideration of its unfinished business, viz, the joint resolution (S. J. Res. 13) to confirm and establish the titles of the States to lands beneath navigable waters within State boundaries and to natural resources within such lands and waters, and to provide for the use and control of said lands and resources.

The question being on agreeing to the amendment proposed by Mr. HILL (for himself and others) to the amendment proposed by Mr. ANDERSON as a substitute for the part proposed to be inserted by the reported amendment,

Mr. GRISWOLD presented a resolution of the board of directors of the Chamber of Commerce, Scottsbluff, Nebr., favoring the enactment of legislation to eliminate waste and inefficiency in the departments, bureaus, and agencies of the Government by revision of the Federal civil-service laws, place the powers back in the hands of the Commission, and discontinue the blanket appointments in civil-service civil-service ratings; which was referred to the Committee on Post Office and Civil Service.

Mr. KEFAUVER presented a joint resolution of the Legislature of the State of Tennessee, favoring the enactment of legislation to insure that the administrative offices of the Tennessee Valley Authority remain in Tennessee; which was referred to the Committee on Public Works.

Mr. KEFAUVER presented a resolution of the House of Representatives of the State of Tennessee, urging the repeal of automotive excise taxes, particularly the gasoline tax, and reserving this field of taxation for the States; which was referred to the Committee on Finance. The PRESIDENT pro tempore laid before the Senate a communication from the Chief Commissioner of the Indians Claims Commission, transmitting, pursuant to law, a report of the proceedings with respect to the claim of the Cherokee Nation of Indians in Oklahoma et al. v. The United States, and a claim of the Skokomish and other tribes of Indians v. The United States; which, with the accompanying report, was referred to the Committee on Interior and Insular Affairs.

A resolution of the City Council of Boston, Mass., favoring the passage of Senate Concurrent Resolution 16, to establish a joint committee to investigate alleged crimes against humanity in totalitarian countries; and

A resolution of the St. Louis Chapter of the Sons of the Revolution, St. Louis, Mo., favoring that meetings of the United Nations be opened and closed with prayers for guidance to divine providence and that the name of Almighty God, the God of all nations, be inserted in the charter, bylaws, and other documents of the United Nations; which was referred to the Committee on Foreign Relations.

Mr. IVES presented a resolution adopted at a protest rally by citizens of Buffalo, N. Y., remonstrating against the policy of Soviet attack against religious beliefs and minority peoples; which was referred to the Committee on Foreign Relations.

Mr. KENNEDY (for himself and Mr. SALTONSTALL) presented a resolution of the City Council of New Bedford, Mass., remonstrating against the importation of fish fillets tending to jeopardize employment and investments in that area; which was referred to the Committee on Finance.

Mr. LANGER presented resolutions of the Stutsman District Medical Society, Jamestown, N. Dak., favoring the amendment of the Doctor Draft Act to provide that physicians who have not reached their 51st birthday be divided into two groups, those never having military service to be called according to age, the youngest being called first, and those who have had military service since September 15, 1950, to be called according to the least amount of service, and the latter group not to be called until the 1st group has been completely exhausted, and that this law should be administered by a special selective service board; which was referred to the Committee on Armed Services.

Mr. HUMPHREY presented a resolution by the general council of the Red Lake Band of Chippewa Indians, Red Lake, Minn., remonstrating against Senate bill 330, providing for segregation of the interests of individual members of the various Indian tribes in funds deposited in the Treasury to the credit of such tribes; which was referred to the Committee on Interior and Insular Affairs.

Mr. BUTLER of Nebraska presented an identical concurrent resolution: which was referred to the Committee on Banking and Currency.

Mr. BUTLER of Nebraska presented a joint memorial of the Legislature of the Territory of Alaska, urging the enactment of legislation suspending the requirements for the performance of annual labor upon unpatented mining claims in the Territory during the national emergency and for the assessment years beginning July 1, 1952, and ending July 1, 1955; which was referred to the Committee on Interior and Insular Affairs.

Mr. WILEY presented a resolution of the Sauk County Federation of Labor. Baraboo, Wis., opposing the passage of any legislation which would circumvent the decision of the Supreme Court, raise Federal taxes, injure our peacetime oil reserves, or jeopardize the defenses of the United States of America; which was ordered to lie on the table.
