R. 4566] The Committee on the Judiciary, to whom was referred the bill (H. R. 4566) to revise, codify, and enact into law title 14 of the United States Code entitled "Coast Guard", having considered the same, report favorably thereon without amendment and recommend that the bill do pass. PRELIMINARY STATEMENT SCOPE OF REVISION The primary source of material for this codification was title 14 of the United States Code, 1946 edition, "Coast Guard," and title 33 of the United States Code, 1946 edition, "Navigation and Navigable Waters." Most of the material taken from title 33 was from chapter 16 of that title relating to the Lighthouse Service. In addition, there were a number of sections in title 10, "Army," and title 34, "Navy," which had application also to the Coast Guard and which are amended to eliminate reference to the Coast Guard. PURPOSE This bill represents part of the comprehensive plan which was initiated in 1943 to enact the United States Code into law, title by title. During the Eightieth Congress eight titles of the United States Code were so enacted. The remaining 42 titles, of which title 14, "Coast Guard," is one, constitute merely prima facie evidence of the law and are not the law which may be amended directly. It is the intention of the Committee on the Judiciary to revise and codify all 50 titles of the United States Code, so that the general and permanent laws of the United States will be contained therein. |
