Begun and held at the Capitol, in the City of Washington, in the District of Columbia, on Tuesday, the third day of January, in the year of our Lord nineteen hundred and eighty-nine, being the first session of the ONE HUNDRED FIRST CONGRESS, held under the Constitution of the United States, and in the two hundred and thirteenth year of the independence of the United States.

submit to you my resignation from the House of Representatives. This extraordinary opportunity is one that will allow me to continue serving the people of the Fourth Congressional District as well as the rest of the state.

Therefore, I hereby ask you to accept my resignation as the Representative for the Fourth District of Indiana, effective January 3, 1989, so I may accept the appointment as Indiana's newest Senator. Sincerely,

ELECTED The Clerk made the following statement: "The Chair will state that the credentials regular in form have been received showing the election of the Honorable JAMIE B. FUSTER as Resident Commissioner of Puerto Rico for the term of 4 years beginning January 3, 1989; the election of the Honorable WALTER FAUNTROY as Delegate from the District of Columbia; the election of the Honorable BEN BLAZ as Delegate from Guam; the election of the Honorable RON DE LUGO as Delegate from the Virgin Islands; and the election of the Honorable ENI F.H. FALEOMAVAEGA as Delegate from American Samoa.”.

DEAR SIR: Please find enclosed a copy of the resignation letter dated December 27, 1988, that I have submitted to Indiana Governor Robert Orr.

The enclosed letter to Governor Orr should be understood to mean that I am resigning from the House of Representatives as a Member of the 101st Congress immediately after 12:00 noon on January 3, 1989, SO I may be sworn in as a Senator representing the state of Indiana on the aforementioned date. 11.4 ANNOUNCEMENT OF DEATH

The Clerk announced a vacancy in the third district of Alabama, occasioned by the death of Member-elect Bill Nichols.

||1.6 ELECTION OF THE SPEAKER Mr.

GRAY nominated Mr. JIM WRIGHT, a Member-elect from the 12th District of the State of Texas.

Mr. LEWIS of California nominated Mr. ROBERT H. MICHEL, a Memberelect from the 18th District of the State of Illinois.

The Clerk then appointed Messrs. ANNUNZIO and FRENZEL, Mmes. SCHROEDER and SMITH of Nebraska tellers to canvas the vote on the election of the Speaker.

Whereupon the House proceeded to vote for a Speaker.
