Of the $3,500,000 requested for restoration, $250,000 was allowed for design development, including design drawings, specifications, cost estimates and phased construction schedules, by the House Committee on Appropriations, as contained in H. Rept. 96-245, to accompany HR 4390, Legislative Branch Appropriation Bill 1980.

Description

During the fiscal year 1981 appropriation hearings the House Appropriation
Committee was advised that the estimate for the restoration and fire protec-
tion work at the Jefferson and Adams Buildings was $57,000,000. As contained
in H. Rept. 96-1098, to accompany HR 7593, Legislative Branch Appropriation
Bill, FY 1981, the Committee was not convinced that the estimate was suffi-
ciently firm upon which to make a judgement about proceeding with the
project. The committee felt that it was possible that the removal of tempo-
rary partitions may expose the need for additional work. The Committee
allowed $773,000, along with $163,500 to remove temporary partitions at the
Jefferson Building, a total of $936,500 of the requested $7,000,000 for the
1981 restoration project. The Committee felt that the $773,000, together
with the $250,000, already available, would provide sufficient funds for the
conceptional and preliminary planning and design work and the development of
the detailed working drawings and specifications. The Committees approval of
architectural and engineering work was not to be construed as an approval of
the overall restoration project. The Committee expected that the expendi-
tures of the A and E funds would enable firm and absolutely reliable esti-
mates, together with appropriate operations, of the total cost, duration,
and plan for the entire project to be provided so that the Committee could
make a completely informed decision.

Public Law 96-536, Continuing Appropriations, FY 1981, appropriated $936,500 for the Restoration Project.

As contained in H. Rept. 97-29, to accompany HR 3400, Supplemental
Appropriations and Rescission Bill, FY 1981, the House Committee on
Appropriations recommended a rescission of $163,000 intended for the removal
of temporary partitions in the Jefferson Building.

As contained in S. Rept. 97-67, to accompany H.R. 3512, Supplemental Appropriations and Rescission Bill, FY 1981, the Senate Committee on Appropriations recommended a rescission in the amount of $202,000 to be derived from delaying a portion of the A and E work on the program of restoration of the Jefferson and Adams Buildings. This amount when added to the $163,000 already rescinded by the House totaled $365,000 rescinded to date.
