Convention called to order by the President.

Roll call as follows:

Minutes for November 11, 1910, read and approved. The sergeant at arms announced that Mr. Cassidy, Mr. Ingraham, Mr. Orme, and Mr. Moeur had taken their seats. The Convention went into Committee of the Whole, the President calling Mr. Osborn to the Chair.

Proposition No. 82 and reports thereon read.

Mr. Cunniff moved, seconded by Mr. Jones of Maricopa, that consideration of Proposition No. 82 and reports thereon be postponed and made special order for Committee of the Whole at morning session November 14, 1910. Motion carried by the following vote:

Ayes-Bolan, Coker, Connelly, Cooper, Cunniff, Doe, Feeney, Hutchinson, Jones, A. M., Jones, F. A., Keegan, Kinney, Langdon, Lovin, Moore, Osborn, Parsons, Scott, Sims, R. B., Tuthill, Weinberger, Wells, Wood, Mr. President. Total 24.

Mr. Jones moved the adoption of the report of the Committee on Executive, Impeachment and Removal from Office, on Proposition No. 62.

Mr. Orme moved to amend by striking out the word "and" in line 1 of section 1, and inserting after the word.

Mr. Kingan offered the following amendment to Proposition No. 62: "All state and county officers (except notaries public) and all justices of the peace and constables within cities and towns shall be paid fixed and definite salaries." Same to be inserted in lieu of recommendation of Committee on Executive, Impeachment and Removal from Office.

Mr. Franklin moved to amend by adding the following: "and they shall receive no fees for their own use." Amendment carried.

Amendment of Mr. Kingan as amended by Mr. Franklin, carried.

Motion of Mr. Kingan that when the Committee do arise it recommend that Substitute Proposition No. 62, as amended do pass, carried.

Mr. Winsor moved that when the Committee do arise. it recommend that Proposition No. 114 be indefinitely postponed; carried.

Mr. Ingraham moved that when the Committee do arise it recommend that consideration of Proposition No. 80 be postponed until Substitute Proposition is before the Committee of the Whole; carried.

Mr. Coker moved that when the Committee do arise it recommend that Proposition No. 57 be indefinitely postponed; carried.

Mr. Cassidy moved that when the Committee do arise it recommend that Proposition No. 125 do pass.

Motion of Mr. Jones of Yavapai, that when the Committee does arise it recommend that consideration of Proposition No. 125 be postponed until Substitute Proposition No. 33 is before the Committee; lost.

Mr. Cunniff moved to rerefer Proposition No. 125 to the

Committee on Executive, Impeachment and Removel from Office; carried.

Mr. Cunniff moved that when the Committee does arise it recommend that Proposition No. 74 do not pass.

Mr. Jones moved to amend by inserting the recommendation contained in the minority report. Amendment lost. Motion of Mr. Cunniff carried.

Mr. Cunningham moved that when the Committee does arise it recommend the adoption of the report of the Committee on Judiciary on Proposition No. 71 and that Proposition No. 71 be indefinitely postponed. Motion carried by the following vote:

Ayes-Baker, Cassidy, Cobb, Cooper, Cunniff, Cunningham, Doe, Franklin, Hutchinson, Ellinwood, Jones, A. M., Jones, F. A., Kingan, Kinney, Langdon, Lovin, Lynch, Orme, Parsons, Scott, Sims, R. B., Standage, Tovrea, Tuthill, Weinberger, Wells, Wood. Total 27.

Mr. Cunningham moved that the report of the Committee on Judiciary on Proposition No. 92 be adopted and that Proposition No. 92 be indefinitely postponed; carried.

Mr. Cunniff moved that when the Committee does arise it recommend that the report of the Committee on Judiciary be not adopted and that said Proposition do pass.

Mr. Cunningham moved to amend to substitute that the report be adopted and Proposition No. 135 indefinitely postponed; carried.

Motion of Mr. Cunningham that the Committee arise and report progress; carried.

The President resumed the Chair.

The sergeant at arms announced that Mr. Ellinwood, Mr. Kingan, Mr. Cobb, and Mr. Franklin had taken their seats during the session of the Committee of the Whole.

Mr. Osborn, Chairman of Committee of the Whole, made the following report:

Mr. President:

Phoenix, Arizona, November, 12, 1910.

Your Committee of the Whole begs leave to report it has had under consideration Proposition No. 82, No. 62, 114, 80, 57, 125, 74, 71, 92 and 135, and respectfully recommends as follows:

That Proposition No. 82 and Substitute therefor be made. special order for Committee of the Whole at morning session of November 14, 1910.

That Substitute Proposition No. 62 do pass as amended. That Proposition No. 114 be indefinitely postponed.

That consideration of Proposition No. 80 be postponed until Substitute is before Committee of the Whole.

That Proposition No. 57 be indefinitely postponed. That Proposition No. 125 be rereferred to Committee on Executive, Impeachment and Removal from Office. That the majority report of the Committee on Suffrage and Election on Proposition No. 74 be adopted. That Proposition No. 71 be indefinitely postponed. That Proposition No. 92 be indefinitely postponed. That Proposition No. 135 be indefinitely postponed. SIDNEY P. OSBORN,

On motion of Mr. Osborn, recommendation on Proposition No. 82 adopted, and said Proposition referred to Committee of the Whole for morning session November 14, 1910.

On motion of Mr. Cunniff recommendation on Substitute Proposition No. 62 adopted. Proposition No. 62 ordered engrossed and have a third reading.

On motion of Mr. Osborn recommendation on Proposition No. 114 adopted and Proposition indefinitely postponed. On motion of Mr. Osborn recommendation on Proposition No. 80 adopted and further consideration postponed until Substitute Proposition is before Committee of the Whole.

On motion of Mr. Osborn recommendation on Proposition No. 57 adopted and proposition No. 57 indefinitely postponed. On motion of Mr. Osborn recommendation on Proposition No. 125 adopted and said Proposition referred to Committee on Executive, Impeachment and Removal from Office.

On motion of Mr. Osborn recommendation on Proposition No. 74 adopted and Proposition indefinitely postponed, by the following vote:
