1 (c) The Commission may procure temporary and inter2 mittent services to the same extent as is authorized by sec3 tion 3109(b) of title 5 of the United States Code, but at rates 4 for individuals not to exceed $100 per diem.

5 SEC. 7. (a)(1) In fulfilling its responsibilities, the Com6 mission shall consult with, cooperate with, and seek advice 7 and assistance from appropriate Federal departments and 8 agencies, State and local public bodies, learned societies, and 9 historical, patriotic, philanthropic, civic, and professional or10 ganizations. All Federal departments and agencies shall co11 operate with the Commission in encouraging, planning, de12 veloping, and coordinating appropriate commemorative 13 activities.

14 (2) The Chairman of the Federal Council on the Arts 15 and the Humanities, the Chairman of the National Endow16 ment for the Arts, and the Chairman of the National Endow17 ment for the Humanities shall cooperate with the Commis18 sion in the encouragement and the coordination of scholarly 19 works and presentations focusing on the history, culture, and 20 political thought of the constitutional and early national 21 periods.

22 (3) The Librarian of Congress, the Secretary of the 23 Smithsonian Institution, and the Archivist of the United 24 States shall cooperate with the Commission in the develop25 ment and the display of exhibits and collections and in the

1 development of bibliographies, catalogs, and other materials

2 relevant to the development, ratification, and implementation 3 of the Constitution.

(b) The Commission may use the United States mails in 5 the same manner and upon the same conditions as other de

6 partments and agencies of the United States.

(c) The Administrator of General Services shall provide

8 to the Commission on a reimbursable basis such administra

9 tive support services as the Commission may request.

SEC. 8. (a) The Commission may accept, use, and dis

11 pose of donations of money, property, or personal services. 12 (b) The Commission may for purposes of preservation 13 (in consultation with the Librarian of Congress, the Secretary 14 of the Smithsonian Institution, the Archivist of the United 15 States, and the Administrator of General Services) deposit in 16 any National, State, or local library or museum any book 17 manuscript, miscellaneous printed matter, memorabilia, relic, 18 or other material, which relates to the constitutional period 19 and which was donated to the Commission.

SEC. 9. (a) The Commission shall submit to the Presi21 dent and the Congress not later than May 1 of each year 22 through calendar year 1990 an annual report on the Commis23 sion's progress in encouraging, planning, developing, and co24 ordinating the commemoration of the bicentennial of the Con25 stitution, including any recommendation by the Commission

1 for legislation needed to encourage, plan, develop, and co

2 ordinate the commemoration.

(b)(1) The Commission shall submit to the President not 4 later than May 1, 1985, a report including the Commission's 5 recommendations and the plans of Federal, State, and local 6 governments and private groups for the commemoration of 7 the bicentennial of the Constitution.

8 (2) The report submitted pursuant to this subsection 9 may recommend

(A) the preparation, production, publication, and distribution of books, pamphlets, films, video tapes, and other educational materials focusing on the history,

culture, and political thought of the period of the American Revolution and the beginning of the Nation;

(B) bibliographical and documentary projects and publications;

(C) conferences, convocations, lectures, seminars,

and other programs; and

(D) programs for commemorating the anniversaries of the Philadelphia Convention, of the publication of the Constitution, of the ratification of the Constitution, and of the meeting of the First Congress.

(3) The President shall transmit the report submitted 24 pursuant to this subsection to the Congress together with the 25 President's comments and a report on administrative actions

1 to be taken by the executive branch to commemorate the

2 bicentennial of the Constitution.

(c) The Commission shall then submit to the President 4 not later than May 1, 1991, a final report detailing the Com5 mission's activities with an analysis of the functions and com6 memorations undertaken by Federal, State, and local govern7 ments and private groups for the various anniversaries con8 nected with the preparation, adoption, ratification, and imple9 mentation of the Constitution of the United States.

SEC. 10. (a) The Commission shall cease to exist on 11 December 31, 1991.

(b) Any property which the Commission owns on De13 cember 31, 1991, may be used by the Secretary of the Inte14 rior for purposes of the National Park Service or may be 15 disposed of as excess or surplus property.

SEC. 11. There are authorized to be appropriated to

17 carry out this Act $350,000 for the fiscal year ending on 18 September 30, 1982, and such additional amounts as may be 19 necessary for subsequent fiscal years.

To establish a Presidential Commission on the Bicentennial of the United States Constitution.

Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That there is established the President's Commission on the 4 Bicentennial of the United States Constitution (hereinafter 5 referred to as the "Commission").

MEMBERSHIP OF THE COMMISSION

7 SEC. 2. (a) The Commission shall be composed of seven8 teen members appointed by the President. No more than nine 9 members may be identified with the same political party.
