Mr. FAZIO. I gather this is your 16th appearance before the committee. Mr. POWELL. Yes, sir. Mr. FAZIO. And this is the first time you are appearing as a member of the Capitol Police Force and not under the auspices of the Metropolitan Police? Mr. POWELL. Second. Last year. I just finished my fortieth year. Mr. FAZIO. You are now all ours, is that right? Mr. POWELL. That is right. Mr. FAZIO. It is good to have you on that basis. Mr. POWELL. Mr. Chairman, I am pleased to be here. I have been here as you said many times. We make every effort to do the best job possible in any circumstances that may confront the police force. I appreciate the opportunity to appear before this committee regarding the budget recommendations for the United States Capitol Police for the year 1982. The United States Capitol Police are proud of their unique responsibility of providing security for the United States Capitol Buildings and Grounds. During the course of a year many visitors and dignitaries come to the Capitol, a focal point and symbol of the United States Government. During calendar year 1980, over 1,430,000 people visited the Capitol Building on a guided tour. The Capitol was visited on over 40 occasions by foreign dignitaries and other high ranking foreign or government officials. During this same period 145 demonstration permits were issued. Also, 214 concert events took place, ranging from high school band performances to the performance of the National Symphony Orchestra. We hope the police have assisted in a manner that has allowed these visits and events to take place in a pleasant atmosphere. The Capitol Police assume a unique responsibility in that we attempt to prevent crimes of violence. As an example, within a six block radius of the Capitol Grounds there were 258 such crimes while within the Capitol Grounds there were 15. During calendar year 1980 there were 12 robberies and three assaults with a dangerous weapon on the Grounds. During this same period there were no sexual assaults, homicides, kidnappings or rapes on the Grounds.
